About this opportunity
The Michael E. DeBakey Veterans Affairs Medical Center (MEDVAMC) is seeking contractors to provide comprehensive switchboard operator services for its Houston facility. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 will procure telephone operator services that include managing electronic telephone attendant consoles, handling emergency calls, operating public address systems, and providing patient/employee locator services. Contractors must demonstrate capabilities in staffing, supervision, and management of complex communication systems, with a specific focus on maintaining minimum staffing levels during peak and non-peak hours. The Request for Information (RFI) requires potential vendors to submit detailed company information, including small business status, equipment/software support capabilities, certified technician qualifications, and preventative maintenance schedules. Responses are due by February 20, 2025, at 1:00 PM Central Time, with the contract specialist Lekeicia Anderson-Spight serving as the primary point of contact.
The procurement is not designated with a specific set-aside and falls under NAICS code 561421 with a business size standard of $15 million. The contract is structured as a single-award, firm-fixed-price agreement with a base year and four one-year option periods, potentially spanning from April 1, 2025, through March 31, 2030. Vendors must provide an Authorized Distribution Letter from the Original Equipment Manufacturer (OEM) and be prepared to support 24/7/365 operations with operators capable of handling complex communication scenarios, including emergency situations and critical patient interactions. The VA will use the RFI responses to assess market competition and pricing for the future solicitation. While specific award values are not explicitly stated, the comprehensive service requirements suggest a significant operational commitment, with the government providing workspace, equipment, and utilities, and expecting the contractor to maintain high-performance standards in telecommunications service delivery.
