About this opportunity

The Department of the Army Corps of Engineers Engineering District New York seeks shipyard repair services for the U.S. Drift Collection Vessel Gelberman, with offers due June 5, 2026 at 2:00 PM EDT. The procurement is a Total Small Business set-aside. Amendment 0002, posted May 28, extended the original May 29 deadline to June 5; Amendment 0001, posted May 27, corrected line-item quantities and provided photographic and technical reference materials.

Place of performance is Jersey City, New Jersey. The vessel is an 85-foot welded steel monohull with 213 short tons displacement. The work scope includes drydocking, exterior and interior hull cleaning and painting, removal and reinstallation of five keel coolers, hull anode replacement, rudder and propeller inspections, sea chest maintenance, fuel tank cleaning, and miscellaneous modifications and repairs to satisfy Annual Hull and Machinery Surveys. Work must be completed within 45 calendar days of vessel delivery on or before June 30, 2026. Definite work items are priced as firm fixed price; indefinite items—steelwork (10,000 lbs.), welding seams (1,000 linear feet), bilge water disposal (1,000 gallons), compartment gas-freeing (6 compartments), audio gauging (500 shots), and docking plug replacement (6 each)—require unit pricing. Line item 0003 is prepriced at a not-to-exceed amount of $25,000.

The contractor must possess a certified drydock or marine railway capable of handling a 213-ton vessel and submit drydock certification, welder certifications, project schedule, contractor safety plan, and five references for similar ship repair work completed within the past eight years. Work must comply with American Bureau of Shipping Rules, U.S. Coast Guard regulations, OSHA standards, and Corps of Engineers safety requirements. Liquidated damages are $4,100 per calendar day of delay. The contractor bears costs for vessel movement, berthing, mooring, wharfage, utilities, security, waste disposal, 24-hour watchman service, and ABS and USCG inspection services. The NAICS code is 336611, Ship Building and Repairing; the PSC code is J019.
