About this opportunity
The Defense Counterintelligence and Security Agency (DCSA) has issued a Request for Information (RFI) seeking potential contractors to support the National Center for Credibility Assessment's (NCCA) federal polygraph training mission. This third RFI is designed to identify contractors capable of providing role-player participants for mock interview scenarios during training courses. The role-players will participate in supervised scenarios involving simulated activities such as theft, property destruction, sexual harassment, document falsification, and classified information mishandling. Located at Fort Jackson, South Carolina, the requirement involves supporting NCCA's critical training program, which is the sole provider of initial polygraph training for the federal government. The RFI is explicitly for market research purposes and does not constitute a formal solicitation.
Contractors interested in responding must submit unlocked PDF documents no longer than seven pages by December 23, 2024, at 12:00 PM Eastern Time. The contract will be a firm-fixed-price arrangement with a 12-month base period and four additional 12-month option periods, targeting a total contract duration of 60 months. Potential vendors must be registered in the System for Award Management (SAM) and provide two rough order of magnitude pricing scenarios based on different percentages of local and non-local interview subjects. Eligible contractors must be able to recruit and manage 36 interview subjects per training day, with subjects required to be U.S. citizens over 18 years old who can obtain a SECRET security clearance. The NAICS code 561990 (All Other Support Services) is suggested for this opportunity, and contractors will be expected to provide a comprehensive recruitment plan and coordinate participant logistics with Fort Jackson's Provost Marshal.
