About this file

This is a Request for Information (RFI) issued by the Defense Counterintelligence and Security Agency (DCSA) seeking information from potential contractors to provide daily role-player participants supporting the National Center for Credibility Assessment's (NCCA) federal polygraph training mission. The role-players will participate in supervised mock scenarios involving activities like theft, destruction of property, sexual harassment, falsifying documents, or mishandling classified information, followed by taking polygraph exams about their participation.

The RFI responses are due by December 23, 2024 at 12:00 PM Eastern, submitted as unlocked PDFs not exceeding 7 pages. Vendors must provide company details, NAICS codes (suggested 561990), and two rough order of magnitude (ROM) pricing scenarios for a 60-month period (12-month base plus four 12-month options): one assuming 60% local/40% non-local interview subjects, and another assuming all subjects are non-local. The place of performance is at Fort Jackson, SC. Vendors must be SAM-registered and address personnel security onboarding timeframes. This is a new requirement that may lead to a firm-fixed-price contract, though no solicitation is currently available.

THIS IS A REQUEST FOR INFORMATION ONLY.

Requirement Information:

The purpose of this third request for information (RFI) is to seek additional information on potential contractors that possess the capabilities to fulfill this requirement, to seek feedback from industry on this requirement, and to seek a rough order of magnitude (ROM) based on the draft Statement of Work (SOW) to be used for market research purposes only. The information from this RFI will continue to be used to assist the Government in determining the appropriate acquisition strategy and in identifying potential large or small business sources that are interested-in and capable-of providing services in support of the DCSA Security Training (ST) Directorate, National Center for Credibility Assessment (NCCA). This is a new requirement for the Government.

This requirement will require the Contractor to provide daily role-player participants to support NCCA’s federal polygraph training mission. Subjects will role-play at NCCA in a supervised mock scenario and then take a polygraph exam on their participation. Scenarios may include criminal activity (theft, destruction of property, sexual harassment), falsifying documents, or mishandling classified information.

Please see the attached DRAFT SOW for a full outline of the tasks and considerations associated with this requirement.

Submission Instructions:

Responses to the RFI should be in the form of an unlocked .pdf file no longer than seven (7) pages with type font no smaller than 12 point and include the name of the firm which the respondent represents. Each respondent shall provide their North American Industry Classification System (NAICS) codes and identify its business size for each NAICS code provided. The e-mail subject line must contain “RFI 3 Response for Polygraph Interview Subject Support NCCA” RFI submissions shall be submitted in writing by e-mail to Terrie Rodriguez at terrie.m.rodriguez.civ@mail.mil no later than 23 December 2024 by 12:00 PM Eastern. All responses should be unclassified and reviewed to ensure consideration of operational sensitivities. Proprietary information will be accepted and handled appropriately. Responders should indicate which portions of their response are proprietary and should mark them accordingly.

Information Requested:

1. Provide the company name; company address; point of contact name, phone, and email;

CAGE code; DUNS; business size (large or small) and any socio-economic statuses. The Government is considering use of North American Industry Classification Standard (NAICS) code 561990 for the potential draft solicitation. The Government will consider other NAICS codes as well.

2. If you did not previously respond to the first or second RFI, please provide a brief capabilities statement which outlines the vendor’s ability to meet the above requirement.

3. Vendors are asked to carefully review the draft SOW and provide two rough orders of magnitude (ROM) outlining fully burdened pricing for the requirements, to include transportation costs, and any other relevant pricing that may apply. Please assume a firm-fixed-price pricing arrangement and a period of performance of a total of 60 months (one 12-month base period and four 12-month option periods).

mailto:terrie.m.rodriguez.civ@mail.mil

The Government understands that the available pool of interview subjects will be a significant cost driver for this requirement. Therefore, the Government kindly requests two ROMs with the additional parameters outlined below.

a. Assumes 60% of interview subjects are locally sourced and 40% are sourced from outside the local area

b. Assumes all interview subjects are sourced from outside the local area

Please note the ROMs will be used for market research purposes only.

4. Given the personnel security changes in the draft SOW, please provide input on what a reasonable timeframe would be in order to conduct the necessary onboarding required prior to the first training iteration. (i.e. 60 days from date of contract award to support of the first training iteration.)

5. Vendors are encouraged to provide any other feedback regarding this requirement.

Additional Information:

System for Award Management (SAM): Vendors must be registered in the SAM database to be considered for future, potential award. Registration is free and can be completed on-line at http://www.sam.gov/.
