STATEMENT OF WORK (SOW) - DRAFT
Polygraph Interview Support Services
Defense Counterintelligence and Security Agency
National Center for Credibility Assessment
1. Overview The Defense Counterintelligence and Security Agency (DCSA) has a need for polygraph interview support services at the National Center for Credibility Assessment (NCCA) located on Fort Jackson, SC. NCCA is the sole provider of initial polygraph training for the federal government. NCCA conducts three in-residence initial polygraph courses a year. During this course, NCCA combines classroom instruction and assessments with hands-on laboratory exercises over a period of 12 weeks to train new polygraph examiners on the foundational theories and applications of polygraph. Prior to graduating, NCCA students run approximately 38 test exams in a supervised and graded environment. This contract shall provide the interview subjects for four-week iterations of this training, three times a year.
2. Objective To provide polygraph interview subjects in support of NCCA’s initial polygraph training mission for the federal government.
3. Scope The Contractor shall recruit, vet, and provide suitable polygraph interview subjects for NCCA training purposes. Interview subjects shall role-play at NCCA in a supervised mock scenario and then take a polygraph exam on their participation in the scenario. Scenarios may include mock criminal activity (i.e., theft, destruction of property), falsifying documents, or mishandling mock classified information. NCCA shall provide detailed instructions to interview subjects each day on their role, how to act out the scenario, and how to answer the polygraph questions (i.e., truthfully or not truthfully). Interview subjects shall participate in two scenarios/polygraph exams each day during the training iterations.
Interview subjects shall sign an informed consent form each time they participate in a scenario, and this form will be maintained by the Government in accordance with established records management guidelines. Mock polygraph exams will be recorded for training purposes. Recordings will be deleted at the end of each course. While this is a training environment, it should be noted that any admission of a real crime during these exercises will require NCCA to notify the appropriate authorities.
3.1 Quantity
The Contractor shall provide 36 interview subjects each training day for four (4) consecutive weeks, three (3) times a year. That amounts to 144 interview subjects per course. To maximize training effectiveness and reduce habituation of the interview subjects with the polygraph process, interview subjects may not participate more than five (5) times in the current contract year.
3.2 Schedule
Interview test subject hours shall be 0700 to 1630 (7 a.m. to 4:30 p.m.), Monday-Friday, excluding federal holidays. Interview subjects shall participate in two (2) polygraph exams a day. Breaks will be provided during the day as needed. The schedule also includes a one-hour lunch break; however, subjects will not be able to leave the NCCA campus. Therefore, the Contractor must make arrangements to either provide lunch or communicate with the subjects to bring their own lunch.
Refrigerators and microwaves are available on the campus, as is a limited vending machine selection.
Subjects may bring cell phones or other personal electronic devices with them; however, there is no wi-fi available and no recording devices may be brought into the polygraph exam room. The Government will provide lockers for secure storage.
The Government will provide the exact training dates within five (5) business days of award.
3.3 Transportation and Base Access
NCCA is located on Fort Jackson in Columbia, SC. To ease U.S. Army base access procedures and ensure the on-time arrival of all interview subjects, the Contractor shall provide transportation to and from NCCA for all subjects on each training day. The Contractor is responsible for the transportation vehicle and coordinating any associated off-post parking for interview subjects. If needed, parking for the Contractor vehicle (i.e., bus, van, etc.) will be across the street from the NCCA main building.
All interview subjects must meet Fort Jackson’s base access requirements as designated by the U.S. Army. These requirements are listed below; however, they are subject to change at the discretion of Fort Jackson and the U.S Army. The Contractor shall be responsible for coordinating with Fort Jackson and submitting the required information for access in accordance with Fort Jackson’s established deadlines.
In accordance with Homeland Security Presidential Directive 12 (dated Aug. 27, 2004) and Army Regulation 190-13 (dated June 27, 2019), all visitors and uncleared contractors desiring unescorted access to Fort Jackson, must be vetted through the National Crime Information Center Interstate Identification Index (NCIC III). NCIC III is the Army’s baseline background check for entrance onto Army installations for Non-Common Access Card (CAC) or Non-DoD card holders. Upon successful completion of a background check the individual(s) will be issued a Fort Jackson installation Access Badge. This badge is only good for access onto the installation and to be available for presentation to Installation Security personnel. It is not to be used as a form of identification for other purposes.
The Installation Commander will, in the absence of an approved waiver, deny uncleared contractors, subcontractors, and visitor’s unescorted access to the installation based on the results of the NCIC III check that contains credible derogatory information indicating the individual may present a threat to good order, discipline, or health and safety on the installation.
Below are the factors that would constitute an access denial:
• The NCIC III contains criminal arrest information about the individual that causes the Installation Commander to determine that individual presents a potential threat to the good order, discipline, or health and safety on the installation.
• The installation is unable to verify the individual’s claimed identity based on the reasonable belief that the individual has submitted fraudulent information concerning his or her identity in the attempt to gain access.
• The individual has a current arrest warrant in NCIC, regardless of the offense or violation.
• The individual is currently barred from entry or access to a federal installation of facility.
• The individual has been convicted of crimes encompassing sexual assault, armed robbery, rape, child molestation, production or possession of child pornography trafficking in humans, drug possession with the intent to sell or drug distribution.
• The individual has a U.S. conviction for espionage, sabotage, treason, terrorism or murder.
• The individual is a registered sex offender.
• The individual has a felony conviction within the past 10 years, regardless of the offense or violation.
