The contractor will be responsible for providing all personnel, equipment, and services necessary to maintain two operational stables housing approximately 16-20 horses, including daily tasks such as feeding, watering, cleaning stalls, aisles, turnout areas, and paddocks, as well as monitoring horse health. The contract will be evaluated using a Best Value Tradeoff process with Past Performance as the most important factor, followed by narratives describing the contractor's stall maintenance approach and employee monitoring and tracking capabilities, while price is considered significantly less important than technical factors. Offerors must be registered in the System for Award Management (SAM) and demonstrate their ability to effectively perform stall maintenance services. This procurement is designated as a 100% Total Small Business Set Aside under NAICS code 115210 with a size standard of $11 million, encouraging participation from various small business categories including 8(a), Small Disadvantaged Business, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business concerns. The incumbent contractor is Shaod's & Miracle Petting Zoo, LLC, with the most recent contract valued at $120,198.00. The contract will be structured as a Firm-Fixed Price arrangement with a base period from August 23, 2025, to August 22, 2026, followed by four 12-month option years and a potential six-month extension. Services will be performed at two locations in Washington, DC: the USPP Horse Stable and Education Center at 2100 Independence Ave SW and the USPP Edgewater Stable at 2400 Beach Drive.
