About this opportunity
The Department of Veterans Affairs (VA) Technology Acquisition Center is conducting a Request for Information (RFI) for DaVINCI Data Services, seeking market research for a data integration and computing infrastructure project. The primary objective is to enhance DoD-VA data collaboration, focusing on developing and sustaining an Observable Medical Outcomes Partnership (OMOP) common data model that supports research, benefits, and healthcare services for veterans. Contractors must demonstrate expertise in areas including Cerner Electronic Health Record systems, clinical/administrative data domains, data extraction from military health systems, and quality assurance. The RFI requires respondents to submit a 5-page capability statement by January 27, 2025, at 10:00 AM ET, with specific emphasis on technical proficiency in data management and integration. Evaluation will likely focus on contractors' capabilities in managing complex healthcare data systems, their understanding of DoD and VA research needs, and their ability to support interagency data sharing initiatives.
The procurement is not designated for any specific small business set-aside, falling under NAICS code 541511 for Custom Computer Programming Services with a $34 million size standard. The anticipated contract structure includes a 12-month base period with four 12-month option periods, plus optional transitional support. Work will be performed at the contractor's site, with potential travel to locations such as Salt Lake City, UT, Nashville, TN, and Washington, D.C. The project involves maintaining bi-directional transfer of clinical and administrative health data between DoD and VA systems, supporting repositories like the Military Health System Data Repository and Air Force Health Services Data Warehouse. While no incumbent contractor is explicitly mentioned, the project builds on an existing Joint Incentive Funded venture between the Department of Defense and VA known as the DOD and VA Infrastructure for Clinical Intelligence (DaVINCI).
