Request for Information:
DoD and VA Informatics and Computing Infrastructure (DaVINCI) Data Services
Introduction: This is a Request for Information (RFI) issued for the sole purpose of conducting market research. Accordingly, this RFI constitutes neither a Request for Proposal (RFP) nor a guarantee that one will be issued by the Government in the future. Furthermore, it does not commit the Government to contract for any services described herein. Do not submit a Proposal.
The Department of Veterans Affairs (VA) is not, at this time, seeking proposals or quotes, and therefore, will not accept, review, or evaluate unsolicited proposals or quotes received in response hereto. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement (PWS). Any information submitted by respondents to this RFI is strictly voluntary; however, any information received shall become the property of the Government and will not be returned to the respondent. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. This is an RFI and does not obligate the Government in any way, nor does it commit the Government to any specific course of action.
The mission of the VA, Office of Information & Technology (OIT), and the VA Informatics and Computing Infrastructure (VINCI) as an Office of Research and Development Resource Center is to provide researchers a nationwide view of high value VA patient data. VINCI is a research and development partnership and operational platform for health services research, epidemiology, decision support, and business intelligence. VINCI’s mission is to provide high-quality data, openly extensible information technology, and supporting services to generate and integrate new knowledge, methods, and technologies for research and medical-care communities to assess and improve Veterans’ healthcare and to provide benefits and services to Veterans. In meeting these goals, OIT strives to provide high quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care, as well as throughout all the points of the Veterans’ health care in an effective, timely, and compassionate manner. VA depends on Information Management/Information Technology (IM/IT) systems to meet mission goals. VINCI has partnered with the Department of Defense, Air Force Health Services Data Warehouse (HSDW) in a Joint Incentive Funded (JIF) joint venture project known as the DOD and VA Infrastructure for Clinical Intelligence (DaVINCI).
The goal of DaVINCI is to increase DOD-VA data integration for interagency collaboration and resource sharing in support of the Joint Strategic Plan and each agency’s healthcare and benefits missions.
DaVINCI is a robust program that delivers a powerful capability to analyze combined DoD and VA health-care data. It addresses problems of inefficient, piecemeal approaches to sharing and analyzing data. DaVINCI deploys and evaluates solutions for governance, data integration, data security, analysis, and supercomputing to provide a solid foundation for integrated clinical and business intelligence platforms. By allowing a more complete read-only view into a beneficiary’s
Request for Information DaVINCI Data Services records, DaVINCI can facilitate improved coordination of polytrauma patients and accelerated disability evaluations. By allowing more rapid analysis of many beneficiaries’ longitudinal records, this program can facilitate more accurate and efficient screening for syndromes such as traumatic brain injury and planning for joint activities such as inter-agency resource balancing of specialty-care.
As DaVINCI has matured and completed the JIF project, this requirement is intended to continue to build and develop the DaVINCI resource. The value of DaVINCI deployed as a dynamic and complete longitudinal database, a necessary resource for both DoD and Veterans Health Administration (VHA) research communities. The DaVINCI resource has garnered considerable support and generated a requirement to continue funding and develop an actionable sustainment package. The sustainment package will support the VA/DOD Joint Enterprise database resource into a sustainment eventually transitioning to the Cerner Joint Warehouse solution.
The Government is seeking contractor support in accordance with the attached Draft PWS.

3. Identify existing contract vehicles (GSA, T4NG, SEWP, etc.) in which you are a contract holder that can be utilized to procure these services.
4. With respect to the subject effort, would you be the prime contractor? As the Prime Contractor, what tasks under the Draft PWS would your company perform?

B. Capability Statement
Please submit a capability statement describing your company’s ability to meet the requirements in the attached Draft PWS. The capability statement shall be limited to five (5) pages and address the questions below.
1. Describe your expertise in the clinical and administrative data domains from the new Cerner
Electronic Health Record (HER) (MHS GENESIS).
2. Describe your expertise in developing and extracting the key clinical and administrative tables within data systems like the Military Health System Information Platform (MIP) and MHS GENESIS to support the sustainment of the DaVINCI OMOP CDM. These tables include, but are not limited to: the DEERS LVM, Chemistry Laboratory Results, Immunizations, Pathology Results, Radiology Results, Inpatient Medications, and Microbiology Results.
3. Describe your expertise using clinical and administrative health data sources like both DoD and VA to expand a common data model like the DaVINCI OMOP CDM, including multiple sources like the Military Health System Information Platform (MIP), the Health Services Data Warehouse (HSDW), Cerner Power Insight Enterprise Data Warehouse (PI-EDW), and the VA Corporate Data Warehouse (CDW).
4. Describe your expertise in developing and properly identifying a complex research data resource, to include using combining data sources using a common data model and complex business logic from desperate data sources like the VHA Corporate Data Warehouse and Military Health System Information Platform (MIP). Demonstrate your expertise in source data mapping to multiple patient identifiers including EDIPI, PatientSID, PatientICN, and OMOP PersonIDs.
5. Describe your experience training data analysts and data managers on both VA and DoD source data warehouse systems or similar and the OMOP CDM itself, in a variety of settings including VHA Cyberseminars and DHA WISDOM or similar courses.
6. Describe your experience performing quality assurance on a complex research data repository supported by the OMOP common data model or similar, with a demonstrated ability to identify errors in the combined model, accurately trace where the errors originated, and provide solutions to fix the data.
7. Describe your experience combining data like (VA and DoD) data for research and operational analyses and advising both DoD and VA on joint data analytics through participation in joint working groups.
8. Describe your experience identifying and implementing course of actions on projects that have a compressed/shortened test and evaluation schedule with a fixed delivery deadline
9. Provide a Rough Order of Magnitude estimate for a 12-month base period, including four (4) 12-month option periods and the optional task for transitional support.
