About this opportunity

The U.S. Geological Survey (USGS), Water Mission Area, Earth System Processes Division, is soliciting quotations for access to a comprehensive global database on data center infrastructure and operations under solicitation 140G0126Q0032. The procurement seeks a machine-readable, tabular dataset encompassing current, permitted, and planned data centers worldwide, including hyperscale, leased, cryptocurrency, colocation, and wholesale facilities, along with detailed metadata on locations, power usage, facility types, staffing levels, cooling technologies, and sustainability metrics. Vendors must demonstrate technical capability to deliver a complete facilities database, comprehensive research covering industry trends and technologies, and a detailed data dictionary defining all dataset fields. The evaluation will employ a lowest-price technically acceptable approach, with vendors required to submit pricing for a base year plus two option years and demonstrate their technical qualifications. Quote submissions are due by February 19, 2026, with an anticipated award date of March 1, 2026, and all correspondence must be directed to sruggles@usgs.gov.

This solicitation is designated as a women-owned small business (WOSB) set-aside, restricting competition to certified WOSB firms, though no incumbent contractor is identified in the solicitation documents. The contract is structured as a firm fixed-price award with a three-year performance period consisting of a base year and two option years; specific award values or budget ranges are not disclosed in the solicitation notice. All vendors must be registered in the System for Award Management (SAM.gov) prior to award and must comply with Section 508 accessibility standards and the FISMA 18-Point IT Security Checklist requirements detailed in the attachments. Performance of services must occur in the United States without written government permission for offshore work. The contract falls under NAICS code 518210 (Data Processing, Hosting, and Related Services) with a small business size standard of $40 million, and services will be delivered to USGS offices in Reston, Virginia.
