About this file

This is a Performance-Based Statement of Work for the Department of the Interior, U.S. Geological Survey (USGS), Water Mission Area, outlining requirements for access to a comprehensive global database on data center infrastructure and operations. The USGS seeks a machine-readable, tabular dataset encompassing current, permitted, and planned data centers worldwide—including hyperscale, leased, cryptocurrency, colocation, and wholesale facilities. The database must provide site-specific metadata including locations, year of construction, power usage, center type, IT power usage, number of racks, building operational space, staffing levels, Uptime Institute certification status, current and projected demand drivers, cooling technology information, building parameters, tenancy details, renewable technology implementation, capacity and utilization data, and sustainability and market analysis. The contractor must deliver a facilities database plus research covering capacity, utilization, products, technologies, strategies, trends, and artificial intelligence's impact on the data center sector, with particular focus on cooling, connectivity, demand-side energy approaches, redundancy, IT hardware and software (such as data center infrastructure management systems), and edge datacenters. A complete data dictionary defining each field's name, description, data type, allowable values, units, and relevant descriptors must accompany the dataset to ensure consistent interpretation and use.

The contract is a firm fixed-price award for a base year plus two option years, with quotes due by February 19, 2026, and anticipated award on March 1, 2026. The solicitation number is 140G0126Q0032, the NAICS code is 518210, and this is not a small business set-aside. All responsible sources may submit quotations, evaluated on a lowest-price technically acceptable basis. Vendors must be registered at SAM.gov and submit all correspondence and quotes to sruggles@usgs.gov.

PERFORMANCE-BASED WORK STATEMENT

Statement of Work I. General Information A. Introduction The Department of the Interior (DOI), U.S. Geological Survey (USGS), Water Mission Area requires access to a database that provides industry-supplied site-specific metadata on data centers: locations, year of construction, power usage, center type, IT power usage, number of racks, building operational space, staffing, Uptime Institute certification status, current demand drivers, and projected demand drivers.

B. Scope Purpose: Expedite analysis of data for which national synthesis of in-situ data center water demand for cooling can be characterized.

Objective: Obtain alternative data sets which describe site-specific data center infrastructure and other permit requirements.

Magnitude: Datasets should encompass current, permitted, and planned data centers, including hyperscale, leased, crypto, colocation, and wholesale data centers, globally.

II. Work Requirements A. Technical Requirements

· Describe specific work requirements and/or work products:

Access to a comprehensive database containing data center locations globally, cooling technology information, type, building parameters, tenancy, renewable technology implemented, and other metadata describing the data center operations.

· Criteria for acceptance of Product or Service:

Ease of access and quality of information describing data centers location and ownership, facility types and services, capacity and utilization data, new construction and expansion data, power and operational metrics, and sustainability and market analysis globally.

B. Deliverables One machine-readable, tabular dataset with information on datacenter services & infrastructure: facilities database, plus research covering capacity, utilization, products, technologies, strategies, trends and AI’s impact on the sector.

Technologies covered include cooling, connectivity, demand-side energy approaches, redundancy, IT hardware and software for the management of datacenters (such as DCIM) and “edge” datacenters.

Characteristics for work product described in a complete data dictionary. The data dictionary shall define each field in the dataset, including its name, description, data type, allowable values or units, and any relevant field descriptor needed to ensure consistent interpretation and use.
