About this opportunity

DARPA is soliciting architecture and engineering services for the DARPA Modernization Project, with sources sought responses due by 10:00 AM ET on August 24, 2026, and an industry day scheduled for August 18, 2026, from 1:00 PM to 3:00 PM ET. This is a pre-solicitation notice (not a formal solicitation or contract commitment) intended to assess industry capability and inform development of a future RFQ or RFP.

Work is performed at DARPA headquarters in Arlington, Virginia. The project scope encompasses concept development, final design, permit-ready construction drawings, and limited installation for three spaces: the Main Building Lobby (displaying key DARPA technologies from the past 70 years with optional digital screen wall upgrade), the Conference Center Reception Area (museum-quality display cases and historical timeline), and the Director's Office Feature Wall (agency messaging). The contractor must deliver three design options per area with renderings and narrative descriptions for DARPA leadership approval, produce construction documents subject to local permitting, and support installation through December 15, 2027. All technical infrastructure—electrical connections, internet/data connections, lighting, display cases, furniture, and ceiling anchor points—is the contractor's responsibility. Designs must be flexible and updatable as DARPA priorities evolve, with instruction guides for future modifications.

Period of performance is 16 months beginning in Quarter Four of FY26 (starting September 27, 2026, through February 28, 2028). DARPA anticipates issuing a single-award contract with Fixed Price, Time and Materials, or hybrid pricing. NAICS code is 541310 (Architectural Services). The Government may utilize a GSA contract vehicle. DARPA seeks feedback from both small and other than small businesses; no set-aside is anticipated. Key personnel required include a Project Manager, Subject Matter Expert, and Senior Exhibit/Graphic Designer. Sources sought responses are limited to 15 pages and must include SF 330 (Sections A–E), Section F narrative (one page maximum with up to two project references), up to three resumes (two pages each), relevant project examples (one page), DCAA cost accounting system status, organizational conflict of interest disclosure, and probability of participation assessment. Confirmation of intent to participate in the industry day is due by 12:00 PM ET on August 13, 2026. No reimbursement is provided for response costs. Submit to Dr. Alexis Shellow at DMP@Darpa.mil.
