About this file
This is a Sources Sought Notice (HR001126RE008) issued by the Defense Advanced Research Projects Agency (DARPA) for architecture and engineering services related to the DARPA Modernization Project. The notice is part of the acquisition planning and market research phase and does not constitute a solicitation or commitment to award a contract. DARPA is seeking qualified contractors—both small and other than small businesses—to provide feedback on requirements outlined in an attached Draft Statement of Objectives. Responses will inform the development of a future Request for Quote (RFQ) or Request for Proposal (RFP) and determine whether contractors can perform the work using a General Services Administration (GSA) Contract Vehicle. The anticipated NAICS code is 541310 (Architectural Services).
The requirement involves refreshing common spaces at DARPA headquarters—specifically the DARPA Lobby, Conference Center Lobby, and Director's Office lobby—to create a museum-quality experience highlighting DARPA's history, present accomplishments, and culture. The work will be conducted through six phases: Discovery & Research, Concept Development, Design Development, Construction Documentation Packet, Coordination & Approvals, and Installation. The anticipated period of performance is a 16-month Base Period beginning in Quarter Four of FY26. The Government anticipates issuing a single-award contract with Fixed Price, Time and Materials, or hybrid pricing. An industry day is scheduled for August 18, 2026, from 1:00 PM to 3:00 PM (U.S. citizens only; maximum two representatives per vendor). Sources Sought responses must be submitted by 10:00 AM ET on Monday, August 24, 2026, to Dr. Alexis Shellow at DMP@Darpa.mil. Submissions must include a coversheet, SF 330 qualifications form, prior experience documentation, and organizational conflict of interest identification. No reimbursement will be made for response costs, and submission is voluntary.

SUBJECT: Sources Sought Notice HR001126RE008 Darpa Modernization Project
1. INTRODUCTION
The Defense Advanced Research Projects Agency (DARPA) seeks information for Architecture and Engineering Services for the work included in Attachment 1_DRAFT Statement of Objectives.
As permitted by Federal Acquisition Regulation (FAR) Part 10, this is a market research tool being utilized for informational and planning purposes. Your responses will assist the Government in the development of its acquisition strategy for a possible Request for Quote (RFQ) or Request for Proposal (RFP), to be issued at a later date, and in determining whether there are contractors capable of completing the requirements utilizing a General Services Administration (GSA) Contract Vehicle.
To facilitate market research, the Government is seeking to identify qualified sources to perform Architectural and Engineering Services as outlined in this Sources Sought Notice and in the attached Draft Statement of Objectives. The Government is requesting responses from Small Businesses and Other than Small Businesses to assess if there is a qualified vendor pool capable of performing the required services, as well as determining if there are any opportunities for Small Business set-asides and participation. The Government will analyze all responses to determine the pool of qualified firms and any small business set-aside/participation opportunities.
This notice shall not be construed as an RFQ, RFP, or as any commitment or obligation on the part of the Government to issue a solicitation. The Government does not intend to award a contract based on this request, so quotes will not be considered.
No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.
Response is strictly voluntary – it is not mandatory to submit a response to this notice to participate in any formal solicitation process that may take place in the future. However, it should be noted that information gathered through this notice may significantly influence our acquisition strategy.
All interested parties will be required to respond separately to any solicitations posted as a result of this Sources Sought Notice.
2. DESCRIPTION OF THE REQUIREMENT.
The purpose of this effort is to refresh common spaces in DARPA’s headquarters to create a welcoming, museum-quality experience that highlights DARPA’s past, present, and culture.
The DARPA Lobby, DARPA Conference Center Lobby, and the lobby outside the Director’s Office are three primary touchpoints for visitors, partners, and internal stakeholders in the DARPA community. As such, these spaces provide a unique opportunity to showcase DARPA’s myriad accomplishments and our internal cultural practices that make DARPA the research powerhouse it is today. The redesigned spaces will serve as a physical expression of DARPA’s legacy – an environment that communicates DARPA’s history, celebrates its ongoing contributions to the warfighter and science, and inspires visitors to imagine what comes next.
This work will be conducted through a six-phase effort focused on Discovery & Research, Concept Development, Design Development, Construction Documentation Packet, Coordination & Approvals, and Installation.
