About this opportunity

The Defense Human Resources Activity seeks a firm fixed-price contract for an online college and career planning tool serving active duty, reserve, and National Guard military members across all service branches, with quotations due July 15, 2026 and an estimated award date of August 10. The procurement is a 100% small business set-aside under NAICS 611710 (Educational Support Services, $24 million size standard).

Place of performance is the United States. The tool must be commercially available, web-based, and fully operational within 30 calendar days of award, delivering self-paced career interest, work values, and work skills assessments; personalized career and education pathways; MOS-to-civilian occupations search; ASVAB score integration; job search resources; and secure electronic portfolios with lifetime access for separated service members and veterans. System availability must meet 98 percent monthly uptime, with technical support via telephone or email responding within 24 hours during business hours (Monday–Friday, 7:00 a.m. to 6:00 p.m. Central Time). The contract runs one year base (August 29, 2026 through August 28, 2027) plus four one-year options through August 28, 2031, with an optional six-month extension under FAR 52.217-8 at 50% of Option Period Four pricing.

All contractor personnel with access to service member personally identifiable information must be U.S. citizens meeting Department of Defense background investigation requirements (Tier 3 for large-scale data access, minimum Tier 1 for limited data entry). Contractors must hold Cybersecurity Maturity Model Certification Level 1 Self at quote submission and achieve CMMC Level 2 Self within 90 days of award. Current usage data shows approximately 80,498 registered users with peak concurrent login counts of 9,646 active users and 14,230 active sessions.

Quotations must be submitted via email in four volumes: Business Information (no page limit), Technical Capability addressing availability and functionality plus reporting (25 pages), Past Performance references (6 pages), and Pricing Information (no page limit). Evaluation weights technical capability and past performance approximately equally, combined as roughly equal to price. Questions are due June 10, 2026 at 1:00 p.m. Eastern. All offerors must be registered in SAM.gov and maintain price quotations firm for 90 days from the response deadline.
