UPDATE 2/23/18:  This update posts the Request for Proposals and all attachments for this requirement with the exception of the Standard Form 1442.  The system that generates this document is experiencing technical difficulties.  The document will be uploaded as soon as possible.  The following additional information is provided:

Proposals are due no later than 2:00 p.m. Alaska Time on Tuesday March 27, 2018.
E-mail or hard copy proposals are acceptable.
Original Bid Bonds are required.

The Government is holding a pre-proposal teleconference on March 7, 2018 at 10:00 a.m. Alaska Time.  See Section L of the RFP for more information.  As a courtesy, those interested in attending the pre-proposal teleconference are asked to e-mail the contracting officer/contract specialist with the expected number of attendees no later than close of business on Monday, May 5, 2017 at denisemurphy@fs.fed.us or mmeiners@fs.fed.us.

Region 10 Acquisition Management, 709 W 9th Street, Juneau AK 99801-1807, is posting this pre-solicitation notice, in accordance with FAR 5.201, for the Dangerous River Boat Launch Construction project on the Tongass National Forest, Yakutat Ranger District. The proposed solicitation number for this requirement is 12010918R0003.

The work is the construction of a new boat ramp near the site of the existing Dangerous River boat ramp. Major work items include the following:


Construction of aggregate driveway, roadway, parking areas and trails,
Installation of contractor provided pre-cast concrete plank boat ramp;
Installation of site amenities including signs, bulletin boards, and log barriers.


The period of performance is 365 days after issuance of notice to proceed. Work is anticipated to start in April 2018.


The Dangerous River Boat Ramp is located at the Dangerous River Bridge east of Yakutat, Alaska. It is located near the end of Forest Highway 10 (FH 10) approximately 30 miles from its junction with Airport Road. FH 10 is owned and maintained by Alaska DOT. Yakutat is served by commercial airlines, freight, and commercial barge lines. The nearest full-service city is Juneau, Alaska.


Magnitude of Construction is estimated between $500,000 and $1,000,000.


Based on market research results, this requirement will be set aside 100% for small business. The solicitation and resulting contract will include the clause 52.219-14 Limitations on Subcontracting. This clause requires (in part) that "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for - (3) General construction. The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees." This means that the Prime Contractor must be able to perform at least 15 percent of the cost of contract performance incurred for personnel with their own employees.


The NAICS code for this requirement is 237990-Other Heavy and Civil Engineering Construction. The size standard to be considered a small business is $36.5 million dollars. A size standard is the largest that a concern can be and still qualify as a small business for Federal Government programs. For the most part, size standards are the average annual receipts or the average employment of a firm.


The Forest Service anticipates release of the solicitation documents within 15 - 30 days of posting of this pre-solicitation notice. Proposals will be due within 30 days of release of the solicitation.
