About this opportunity
The Department of the Air Force Air Mobility Command, through the 436th Contracting Squadron, is seeking a small business contractor to conduct a comprehensive plumbing system survey at Building 760 of Dover Air Force Base in Delaware. The required services include system inventory cataloging, visual inspection of drain and vent lines, video camera inspection of internal pipe surfaces, and performance testing through functional flow assessments. The contractor must provide all management, tools, supplies, equipment, and labor necessary to identify issues such as leakage, corrosion, physical damage, blockages, and structural flaws within the sanitary sewer drainage system that supports over 700 military personnel. Work must comply with all applicable commercial and military standards, as well as Federal, State, and local regulations, and be performed during standard duty hours (7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays). Key evaluation criteria include contractor experience with plumbing system inspections, capability to perform CCTV video inspection work, and ability to meet the comprehensive deliverable requirements, which include a detailed formal report with findings, prioritized recommendations, annotated drawings, and indexed video logs within 45 business days of survey completion. The Sources Sought announcement was posted on February 20, 2026, with responses due by February 27, 2026.
This is a Total Small Business set-aside contract with no incumbent contractor identified in the pre-solicitation notice. The opportunity is classified under NAICS code 541330 (Engineering Services) and PSC code C219 (Architect and Engineering—General: Other), indicating this is a professional engineering services procurement. No specific award value or budget range is disclosed in the pre-solicitation notice, which is typical for Sources Sought announcements at this preliminary stage. The contract scope focuses on a single facility (Building 760) survey rather than multiple locations, with the primary timeline constraint being the 45 business day requirement for final report submission following completion of the on-site inspection work. Prospective contractors should be prepared to demonstrate small business status, relevant experience with plumbing system diagnostics, CCTV inspection capabilities, and familiarity with Department of Defense security, safety, and compliance requirements.
