About this file

This is a Performance Work Statement (PWS) for a comprehensive plumbing system survey at Building 760, Dover Air Force Base, Delaware, dated February 12, 2026. The requesting agency is the Service Contracts Section (436 CES/CEOES) at Dover AFB.

The primary objective is to conduct a detailed inspection and assessment of all sanitary drain and vent piping systems within Building 760, which supports over 700 personnel from the 436th and 736th Aircraft Maintenance Squadrons. The facility has experienced recurring plumbing problems attributed to improper pipe usage, calcium deposits, and potential design flaws. The contractor must provide all management, tools, supplies, equipment, and labor necessary to perform the survey. Required work activities include: (1) system inventory cataloging all surveyed lines by location, size, material, and function; (2) thorough visual inspection of pipes, fittings, cleanouts, and supports for external signs of leakage, corrosion, or physical damage; (3) video camera inspection of internal surfaces of sanitary sewer drainpipes to document pipe conditions; and (4) performance testing through functional flow tests to evaluate drainage efficiency and identify venting issues. The contractor must complete debris cleanup and disposal in accordance with Federal, State, and Local regulations upon work completion.

Deliverables require submission of a detailed formal report in PDF format within 45 business days of survey completion. The report must include an executive summary, comprehensive findings categorized by blockages and obstructions, structural flaws, material deterioration, and performance issues, along with prioritized recommendations (Urgent, Required, and Preventative). Appendices must contain annotated drawings indicating issue locations and a complete indexed video log of CCTV inspection on digital media with timestamped findings. Work shall be performed during normal duty hours (7:30 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays) unless otherwise approved by the Contracting Officer. The PWS includes comprehensive requirements for security clearances, contractor badge policies, safety compliance with Air Force regulations and OSHA standards, hazardous materials handling, antiterrorism awareness training, and labor hour reporting via the CMRA system.

PERFORMANCE WORK STATEMENT FOR

PERFORMANCE WORK STATEMENT FOR

BLDG. 760 PLUMBING SYSTEM SURVEY

Overview. Building 760, which supports over 700 members from the 436th and 736th Aircraft

Maintenance Squadrons, has ongoing plumbing problems. These issues are attributed to both improper use of the pipes over the years (flushing foreign items), calcium deposits, and potential design flaws within the piping system. The complexity of the pipe layout has also been a point of confusion for maintenance personnel in the past.

1. DESCRIPTION OF SERVICES. The Service Contracts Section (436 CES/CEOES) Dover

AFB, DE requests a comprehensive survey and assessment of all sanitary drain and vent piping systems within building 760. The primary goal is to identify and document the system's current condition, operational performance, and any existing or potential deficiencies. This assessment will serve as the basis for developing a project to renovate and upgrade the plumbing and bathrooms.

1.1 SPECIFICATIONS.

1.1.1 The contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform a detailed inspection of all designated drain and vent lines. The work shall include, but not be limited to, the following activities:

Inspection: Conduct a thorough condition assessment and visual examination of all pipes, fittings, cleanouts, and support identifying external signs of leakage, corrosion, or physical damage.

Video Inspection: Perform a video camera inspection of the internal surfaces of the sanitary sewer drainpipes within the facility to identify and document pipe conditions.

Performance Testing: Assess system performance through functional tests, such as flow tests, to evaluate drainage efficiency and identify potential venting issues.

1.1.2 CLEANUP. Upon completion of work, the contractor shall dispose of debris generated as well as general cleanup of the area including removal of old parts and any other materials accumulated during work. Detailed Findings: A comprehensive log of all identified deficiencies, categorized and detailed with supporting data. This must include:

Blockages & Obstructions: Location, length, and nature of any debris, root intrusion, grease buildup, or other obstructions.

Structural Flaws: Precise location and description of any cracks, fractures, joint displacements, pipe sagging (bellies), or collapsed sections.

Material Deterioration: Documentation of any corrosion, erosion, scaling, pitting, or other signs of pipe material degradation that could compromise integrity.

Performance Issues: Analysis of any observed performance problems, such as slow drainage, backups, siphoning, or evidence of inadequate venting.

Recommendations: A prioritized list of actionable recommendations for repair, replacement, or maintenance. Recommendations should be categorized as Urgent, Required, and Preventative.

Appendices: A set of annotated drawings or schematics indicating the location of each identified issue. A complete, indexed video log of the CCTV inspection on digital media, with findings timestamped for easy reference.
