About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to award a firm-fixed-price purchase order on a sole-source basis to WoundVision LLC for Scout WoundVision Unlimited-Essential License subscription and support services at the Audie Murphy VA Medical Center in San Antonio, Texas, with a response deadline of August 7, 2026, at 11:00 AM Eastern Time. This is a sole-source procurement under 41 U.S.C. 3304(a)(1) and FAR 6.302-1; the Rule of Two was not satisfied based on market research through July 7, 2026 across GSA Advantage, GSA eBuy, NASA SEWP, SBA SBS, SAM, and ADDS UP. The contract covers a 12-month base period beginning August 14, 2026, through August 13, 2027, with four optional 12-month renewal periods. WoundVision's proprietary Scout system integrates digital camera and long-wave infrared thermal imaging hardware for detecting deep tissue pressure injuries; competing products (WoundZoom, eKare inSight, Swift Medical) rely on smartphone applications and would require equipment replacement exceeding $14,400, extended installation periods, and staff retraining. The subscription includes OEM access, application and technical support, factory-authorized updates, maintenance, parts, labor, and remote support; all services are proprietary to WoundVision with no third-party vendor authorization. The acquisition is classified under NAICS 513210 (Software Publishers, $47 million size standard) and conducted under FAR Part 12. Interested parties may submit capability statements by August 10, 2026, at 10:00 AM EDT to Kelly.Reale@va.gov.
