The justification documents extensive market research conducted through July 7, 2026, including searches of GSA Advantage, GSA eBuy, NASA SEWP, SBA SBS, SAM, and ADDS UP databases. No responsive sources were identified. Competing products identified (WoundZoom, eKare inSight, Swift Medical) primarily utilize smartphone applications, whereas WoundVision employs advanced proprietary hardware integrating a digital camera with long-wave infrared thermal imaging for detecting deep tissue pressure injuries. Transitioning to alternative brands would require replacement of existing equipment valued over $14,400, extended delivery and installation periods, staff retraining, and unnecessary cost duplication. The VA's Rule of Two was not satisfied. Award notice will be published on the Contracting Opportunities website within 14 days of award, and the justification will be made publicly available.

4. Statutory Authority: The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”

5. Rationale Supporting Use of Authority Cited Above: The required subscription and associated services are proprietary to WoundVision, the original equipment manufacturer (OEM). Access to the software and related updates is restricted solely to the OEM, and the specialized hardware can only be serviced and maintained by OEM-trained professionals. All replacement parts and software updates must be supplied directly from WoundVision and certified as new. No third-party vendor is authorized to provide subscription access, OEM parts, or OEM-certified service. This subscription enables the use of a specialized camera system designed for capturing high-quality images of patients’ wounds and transmitting them directly to the facility’s computer system. The subscription must be brand-specific to ensure full compatibility with existing equipment.

The Scout WoundVision system is currently utilized at VA facilities nationwide and is regarded as a best practice for the diagnosis and treatment of wound injuries. A lack of continued support and subscription access renders the existing equipment and instruments in limited capacity, resulting in extended patient wait times, increased staff overtime, and higher risks of staff burnout, all of which contribute to elevated operational costs and may compromise care quality. Incomplete or incorrectly allocated equipment can lead to delayed or cancelled procedures, increasing the risk of adverse patient outcomes, including complications, the need for repeated interventions, or delayed treatment.

The WoundVision subscription and support services must be procured through this follow-on contract to ensure continuity of these highly specialized services, which are exclusively available from WoundVision LLC. Currently, only the Scout WoundVision system is deployed across VA facilities nationwide, in alignment with the VA’s compliance regulations. At this time, no other brands or applications are known to fully meet the VA’s requirements.

Alternative brands such as WoundZoom, eKare inSight, and Swift Medical primarily utilize smartphone applications, whereas WoundVision employs advanced proprietary hardware that integrates a digital camera with a long-wave infrared thermal camera. WoundVision’s infrared capabilities enable clinicians to detect deep tissue pressure injuries (HAPIs) before they become visible on the skin surface, offering a clinical advantage. Transitioning to a different brand would require replacement of the existing WoundVision hardware, equipment, and instruments worth over $14,400.00. Additionally, procurement from an alternative source would result in extended delivery and installation periods, along with significant staff training requirements and a steep learning curve. Awarding this contract to any vendor other than WoundVision LLC would lead to unnecessary duplication of costs and operational uncertainty for the facility.

6. Efforts to Obtain Competition: Market research was conducted, as detailed in the market research section of this document. This effort did not identify sufficient sources capable of meeting the Government’s requirements; therefore, no competition is anticipated for this acquisition. In accordance with 41 U.S.C. Chapter 3304(f)(1), the award notice for this action will be published on the Contracting Opportunities website, and this justification will be made publicly available within 14 days of award.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be competed. Specifically, the Government will continue to monitor the marketplace to determine whether other brand software could integrate into WoundVision applications.

8. Market Research: The Government completed the market research on 07/07/2026. Market research efforts were conducted through review of various sites to include the General Services Administration (GSA) Advantage, GSA eBuy, National Aeronautics and Space Administration (NASA) Solutions for Enterprise- Wide Procurement (SEWP), Small Business Administration (SBA), Analytics, Data and Decision Support Unified Platform (ADDS UP), and System for Award Management (SAM). The details of the market research are detailed below.

SBA SBS: As a follow-up to the initial SBA database query, an additional search was conducted using NAICS code 513210 and the keyword "WoundVision." This search did not return any results for SDVOSB, VOSB, or any other socioeconomic business classifications.

NASA SEWP: A Sources Sought inquiry (Request Number 382039) was conducted from June 24, 2026, through July 1, 2026. No responses were received during this period.

GSA eBuy / GSA Advantage: A Sources Sought inquiry on GSA eBuy (Request Number 1819656) was conducted from June 24, 2026, through July 1, 2026;

however, no responses were received. Additionally, a search of GSA Advantage for “WoundVision Scout” returned no results.

SAM: A Sources Sought inquiry was conducted from June 24, 2026, through July 1, 2026. During this period, one SDVOSB market research team expressed interest in the requirement. However, the firm did not submit the requested documentation outlined in the Sources Sought notice, nor did they respond to follow-up communications needed for a full assessment of their capabilities.

WoundVision LLC: The Government’s program office obtained a budgetary quote and a Sole Source Letter signed by the Vice President of WoundVision LLC, dated April 20, 2026. The letter confirms that all product codes related to the Scout WoundVision systems, solutions are a sole source product, manufactured, sold and distributed exclusively by WoundVision, LLC. There are no agents or dealers authorized to represent this product.

ADDS UP (https://va.palantirgov.com/workspace/slate/app/home/home): A review of this portal indicates that WoundVision, LLC has previously been awarded federal contracts for its products and services.

Per OPS ALERT! 25-04: The SBA’s Small Business Search (SBS) is the only up-to-date database for verifying a firm’s SDVOSB or VOSB certification status.

According to the latest data, WoundVision, LLC is not certified as either an SDVOSB or VOSB in the SBA/SBS. Market research indicates that there are not two or more SDVOSBs or VOSBs expected to submit offers at a fair and reasonable price.

Review of the marketplace identified WoundZoom, eKare insight, and Swift Medical provide similar products as WoundVision. After further review it was determined that all competitors rely mainly on smartphone applications, in comparison to WoundVision’s sophisticated hardware and uses a dedicated, proprietary hardware device that combines a digital camera with a long-wave infrared thermal camera.

Comprehensive market research has determined that only WoundVision, LLC (other than small business) possesses the capability to meet the specific requirements for this acquisition. VA’s Rule of Two was not satisfied. The Scout WoundVision system is currently utilized at VA facilities nationwide and is regarded as a best practice for the diagnosis and treatment of wound injuries. Other brands like WoundZoom, eKare insight, and Swift Medical rely mainly on smartphone applications, in comparison to WoundVision’s sophisticated hardware and uses a dedicated, proprietary hardware device that combines a digital camera with a long-wave infrared thermal camera. No other brands meet VA’s strict compliance, as such, this requirement meets the criteria for non-competitive procurement.

The statutory authority for proceeding with a non-competitive action is 41 U.S.C.

3304(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” This determination is further supported by an OEM provided Sole Source Letter, which confirms that only WoundVision, LLC can provide the required subscription services and support[PH1.1]. Accordingly, a Special Notice to Sole Source will be posted on SAM.Gov and this requirement will be procured through the Open Market as a sole source acquisition under FAR Part 12.

9. Other Facts: None.

Fair and Reasonable Cost Determination I hereby determine that the proposed contract action will represent the best value to the Government consistent with FAR 12.204(a) - Price reasonableness.
