About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 5 (VISN 5) is seeking to procure a secure and centralized software-as-a-service solution to track and manage competency assessments and training activities for Biomedical Engineering staff. The software must comply with VISN 5 Healthcare Technology Management (HTM) Policy DND-24-02 and relevant standards from The Joint Commission and ANSI/AAMI. This procurement falls under NAICS code 541519 (Other Computer Related Services) and Product Service Code DA10 (IT And Telecom - Business Application/Application Development Software As A Service). The government may award the contract based on initial offers without further discussion, and all prospective contractors must be registered in the SAM Database prior to contract award pursuant to FAR provision 52.204-7. Responses are due by September 8, 2025, at 3:00 PM Eastern Time under solicitation number 36C24525Q0803.
This opportunity is designated as "No Set-Aside Used," though the government file summary indicates it may be set aside for small businesses, and all capable small businesses are encouraged to submit offers. The contract structure will be a one-year, firm-fixed-price arrangement with an anticipated performance period of one year. No incumbent contractors or specific award values are mentioned in the pre-solicitation notice. The procurement is focused on acquiring a single software solution rather than multiple units or quantities of goods. The relatively short timeline from posting date (August 25, 2025) to response deadline (September 8, 2025) provides approximately two weeks for interested contractors to prepare and submit their proposals.
