About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17, has issued a Special Notice announcing its intent to award a sole source procurement contract to the University of California San Francisco (UCSF) for TabCAT Software licensing. This is a firm-fixed price contract with a one-year performance period from August 4, 2025, to August 3, 2026. The VA has identified UCSF as the sole capable provider of this software because they are the original developers of TabCAT. The procurement falls under NAICS code 513210 (Software Publishers) and PSC code DA10 (IT and Telecom - Business Application/Application Development Software as a Service). The solicitation number is 36C25725Q0792, and the notice was published on July 24, 2025.

The primary purpose of this Special Notice is to inform the contracting community of the VA's intention to proceed with a non-competitive procurement while providing an opportunity for other potential sources to demonstrate their capabilities. Interested parties have seven days from the publication date (until August 4, 2025) to submit capability statements, proposals, or quotations that could potentially offer a more advantageous alternative to the government. The VA will consider all submissions from responsible sources to determine if comparable alternatives exist. If no affirmative written responses are received within the seven-day window, the contract will be awarded to UCSF without further notice. The procurement is being conducted under the statutory authority of 41 U.S.C. 3304(a)(1) and FAR 6.302-1, which permits other than full and open competition when only one responsible source can satisfy the agency's requirements.
