About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is conducting a Request for Information to inform acquisition strategy for an Emergent Virtual Face-to-Face (VF2F) Network, with responses due April 10, 2026 at 5:00 PM EST (extended from March 27, 2026). No set-aside applies. The acquisition strategy is currently undetermined and will be posted once finalized.
The VA seeks vendor capabilities in two distinct areas, addressable separately or jointly: a software platform for virtual emergent and urgent care delivery, and staffing models and operational structures for nationally-run operations. The platform must integrate bidirectionally with VHA's Federal Electronic Health Record systems (CPRS/VistA and Oracle/Cerner), support 500,000 annual virtual visits with potential expansion to 5 million, and enable multi-modal communication (video, phone, chat, text). Requirements include AI-assisted clinical documentation, order placement and tracking for labs and imaging, prescription management, real-time operational dashboards, and FHIR R4 or higher API integration with existing VHA systems. The platform must maintain 99.9% uptime with 70 percent of help requests resolved within 15 minutes and all requests within two business days.
Staffing model requirements mandate 24/7/365 access via app, phone, and web-based portals; Veterans must rate the service at 85 percent or greater satisfaction; wait times must not exceed 5 minutes for direct access and 10–15 minutes post-triage; clinicians must be board-certified emergency medicine providers maintaining monthly in-person emergency department shifts; and the service must resolve over 50 percent of cases virtually while ensuring no more than 10 percent of virtually-treated Veterans experience subsequent emergency department visits within 7 days.
Place of performance is within the USA. Responses are limited to 15 pages and must address all requirements in the attached specification document, clearly indicating whether each requirement is met and providing implementation plans, estimated costs, and timelines for unmet requirements. Contract Specialist Elena Juliano (elena.juliano@va.gov) and Contracting Officer John Vardouniotis (ioannis.vardouniotis@va.gov) are the points of contact. NAICS 513210; PSC DA10.
