The RFI is for planning and acquisition strategy development purposes only and does not constitute a binding solicitation, invitation for bid, or obligation to award a contract. No funds have been authorized for this effort. Responses are due by 3:00 p.m. ET on March 27, 2026, submitted via email to Contracting Officer John Vardouniotis (ioannis.vardouniotis@va.gov) and Contract Specialist Elena Juliano (elena.juliano@va.gov), with a maximum file size of 25 MB. The VA requests information on two distinct areas: provider-facing software platforms and staffing models/delivery structures, and vendors may address one or both areas.

Responses are limited to 15 pages and must not include marketing materials or generic capability statements. Vendors must provide company identification information (name, SAM Unique Entity ID, CAGE code, address, point of contact, phone, fax, email), business size and status, NAICS codes, socioeconomic data, and existing contractual vehicles (GWACs, Federal Supply Schedules). Responses must address all requirements in Attachment 1 (Emergent Virtual Face-to-Face Network Requirements), clearly indicating whether each requirement is met and providing implementation plans, estimated costs, and timelines for unmet requirements. Vendors should also provide corporate experience with specific references including agency, point of contact, dollar value, and contract number. The VA reserves the right to delay, cancel, or revise the requirement at any time and is under no obligation to provide feedback or seek clarification on submitted responses.
