The effort migrates the existing on-premises Oracle Retail Merchandising System version 13 and Store Inventory Management to Oracle Retail Merchandising Foundation Cloud Service and Store Operations Cloud Service. Base components include 68 units each of Merchandising Foundation, Allocation, Invoice Matching, and Pricing cloud services, plus AI Foundation, Data Compute, Enterprise Inventory, Store Operations (including SOCS Mobile at 1,000 average active users), and storage. The period of performance is a 12-month base, four 12-month options, and six optional tasks, not to exceed 60 months. Optional tasks are prorated based on exercise date. The Veterans Canteen Service operates approximately 220 locations nationwide. FedRAMP compliance is not required.

Technical requirements include Oracle-managed development, test/UAT, and production environments, an ATO package, Section 508, TIC 3.0, IPv6-only support, and generative AI requirements under E.O. 14319 and OMB M-25-21, M-25-22, and M-26-04. Data first produced under the contract carries unlimited rights per FAR 52.227-14. Sensitive data must be FIPS-encrypted with U.S.-based backup storage. Suspected security or privacy incidents must be reported to the contracting officer and VA OIT Enterprise Service Desk within one hour. Access to the VA network from foreign countries requires prior written COR and VA approver approval.

Responses are capped at 10 pages, must address the draft Product Description, include corporate experience with references, and provide a rough order of magnitude for the base and all option periods. Marketing materials and generic capability statements are not accepted. Authorized Oracle distributors or resellers must include an Oracle authorization letter, which falls outside the page limit.
