The procurement aims to create an enterprise mentoring program that automates mentor/mentee matching to improve employee engagement and advancement within the Veterans Health Administration. The solicitation requires a configurable platform with intelligent matching algorithms, integration with VA Talent Management System, user training, and compliance with FedRAMP security requirements. All questions must be submitted by March 17, 2025, at 3:00 pm EST, with proposals due by March 28, 2025, and a target award date of May 2025.
The contract opportunity is set aside exclusively for small businesses, with additional evaluation credit for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The contract will be a firm-fixed price with a 12-month base period supporting up to 10,500 users, and an optional 12-month extension that could expand user coverage to 20,000. The base period will serve as a pilot to evaluate the software's effectiveness in meeting VA requirements, with potential for expanded use if successful. The procurement is classified under NAICS code 541511 for Custom Computer Programming Services and PSC code DA10 for IT and Telecom Business Application Software as a Service. The solicitation is not brand-specific and welcomes proposals from small businesses that can meet the VA's comprehensive mentoring software requirements.
