About this opportunity
The Department of Veterans Affairs Technology Acquisition Center Austin is conducting market research on an Enterprise Point-of-Care Ultrasound (POCUS) Middleware and Image Management System to be deployed across 172 VA facilities nationwide, with responses due October 27, 2026. This pre-solicitation activity carries a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside requirement under VAAR 852.219-73, mandating contractors not pay more than 50 percent of government payments to non-certified SDVOSB subcontractors (excluding direct costs such as travel and cloud services).
The system must capture and archive POCUS still images and cine loops from cart-based and handheld ultrasound devices, support bidirectional integration with both VistA/CPRS and Oracle Health Millennium using HL7 v2.x and HL7 FHIR R4 interfaces, and accommodate order-based and encounter-based clinical workflows concurrently. Device support must include Butterfly iQ, GE Vscan Air, Philips Lumify, Sonosite, Mindray, and Konica Minolta systems with device-agnostic DICOM connectivity. The solution must guarantee 99.5% uptime, provide enterprise-exam-volume licensing with no per-device or per-user surcharges, and include centralized testing, load-balancing, and cross-facility monitoring dashboards. The system must comply with FedRAMP, VA Handbook 6500, NIST SP 800-53 Rev. 5, HIPAA, Zero Trust architecture, and HSPD-12 PIV/CAC authentication, achieving VA Authority to Operate within 90 days of award. Contractor must provide 24/7 support with 60-minute response time and 3-hour resolution or on-site service within 24 hours.
The base period is 12 months with four 12-month option periods. NAICS code 513210 applies with a $47 million size standard. Responses must address technical capability per the attached Performance Work Statement, including Agile development expertise, relevant references, and available personnel and financial resources. Proprietary information must be clearly marked.
