About this opportunity
The Department of Veterans Affairs, specifically Network Contracting Office 4 (NCO4), has issued a Special Notice announcing its intent to sole source a contract for the Code Alert Wander Management System at the Corporal Michael J. Crescenz VA Medical Center in Philadelphia. The contract will be awarded to RF Technologies, Inc., located in Brookfield, WI, which is identified as the sole authorized servicing agent for the system and related equipment and software. The procurement falls under the North American Industry Classification System (NAICS) code 423430 for Computer and Computer Peripheral Equipment and Software, with a small business size standard of 250 employees. The contract will be structured as a firm fixed-price agreement, utilizing FAR 13 Simplified Acquisition Procedures and justified under 41 USC 253(c)(1) Competition Requirements. The notice specifically invokes the "only one responsible source" provision, emphasizing RF Technologies' unique position as the exclusive provider for this specific system.
The primary objective of this Special Notice is to provide transparency about the intended sole source procurement and invite potential alternative vendors to demonstrate their capabilities. Interested vendors must submit a one-page capability statement by January 9, 2025, at 10:00 AM EST, sent via email to the Contract Specialist, Eleanor Robbins. The capability statement must include the company name, Unique Entity Identifier (UEI) number, socioeconomic category, and a brief description of the business's ability to provide the required services. Contractors should be aware that simply responding does not guarantee consideration, and the government retains full discretion in determining whether to compete the proposed contract. The procurement is categorized under PSC code 7A21 for Business Application Software and targets a perpetual license software solution. While the notice is not a request for quotes, it provides an opportunity for vendors to demonstrate their potential to meet the VA's specific technological requirements for the wander management system.
