About this opportunity
The Department of Veterans Affairs Technology Acquisition Center intends to procure an Active Navigation (Brand Name or Equal) discovery center solution for approximately 10 terabytes of unstructured document repositories, with responses to this RFI due by July 22, 2026, at 11:00 AM Eastern Time. This procurement is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS 541519.
The solution must be a server-based, agentless software system capable of indexing, categorizing, and tagging documents across VA File Shares; identifying and remediating redundant, obsolete, and trivial data; detecting sensitive content including personally identifiable information and protected health information; and supporting rules-based records management and automated compliance monitoring. Technical capabilities must include document classification through textual analysis and keyword extraction, customizable metadata extraction using regular expressions, and delivery to databases, content management systems, file systems, and third-party applications via API. The system must support Windows Server 2008–2019, Microsoft SQL Server 2012–2016, and current versions of Internet Explorer, Chrome, and Microsoft Edge.
The contract structure comprises a 12-month base period with three optional 12-month periods. Line items include perpetual licenses for Content Governance across three usage bands (up to 5 TB, 6–10 TB, and 11–50 TB), a SharePoint Connector with perpetual licensing, and 25 Data Mining Specialist II positions. The contractor must provide 24/7/365 software support, premium maintenance including updates and upgrades, and subject matter expertise for data mining and records management.
All software must comply with VA Technical Reference Model requirements, Section 508 accessibility standards, energy efficiency standards, FISMA/HIPAA compliance, and FIPS 140-2 encryption standards. SDVOSBs must demonstrate compliance with the 50 percent subcontracting limitation requiring that no more than half of government payments to the prime be paid to non-certified SDVOSB firms, excluding certain direct costs. Responses must not exceed 12 pages in 12-point Arial font and must include company information, DUNS number, business size status, proof of SDVOSB certification in VetCert, technical capabilities aligned with the attached Product Description, and corporate experience with specific references including agency, point of contact, dollar value, and contract number. Submit responses via email to Contract Specialist Ryan Sehulster at Ryan.Sehulster@va.gov.
