About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is issuing a Request for Information for an Active Navigation (Brand Name or Equal) Discovery Center set aside for Service-Disabled Veteran-Owned Small Businesses, with responses due July 22, 2026.

This RFI is for planning purposes only and does not constitute a solicitation, invitation for bid, or request for quotation. No funds have been authorized or appropriated. Responses will inform set-aside decisions for a future formal solicitation. The Government will not pay respondents for costs incurred.

The requirement is classified under NAICS 541519 (Other Computer Related Services). Place of performance is the VA Financial Service Center; the contracting office is located in Eatontown, New Jersey.

The procurement seeks an agentless, server-based platform to index, categorize, and tag documents within up to 10 terabytes of unstructured repositories, with primary focus on discovering and remediating redundant, obsolete, and trivial data alongside sensitive content including PII, PHI, and controlled information. The solution must support classification and metadata extraction across multiple file formats (xlsx, docx, pptx, pdf), provide records management with rule-based taxonomies, and deliver automated compliance monitoring aligned with information governance policies. Compliance requirements include VA Technical Reference Model approval, Section 508 accessibility, ENERGY STAR and EPEAT certification, Windows Server 2008–2019 and Windows 10 operating systems, and Microsoft SQL Server 2012–2016 databases. The contractor must maintain FISMA, HIPAA, and Privacy Act compliance, including FIPS 140-2 encryption and data breach notification protocols.

The anticipated contract structure includes a 12-month base period with three optional 12-month renewal periods. Line items span Content Governance licensing in three capacity bands, a SharePoint Connector with perpetual licensing, and 25 Data Mining Specialist II positions at GSA rates. The contractor must provide 24/7/365 software support, maintain current versions and security patches, and deliver premium technical support including system updates, user training, and record management support. Liquidated damages are set at $37.50 per affected individual for data breaches.

Responses are limited to 12 pages in 12-point Arial font and must include company information, DUNS number, size status, technical capabilities specific to the Product Description requirements, identification of additional technologies or best practices, explanation of unclear sections, and corporate experience with specific references including agency, point of contact, dollar value, and contract number. Small businesses must demonstrate ability to meet the 50 percent subcontracting limitation for non-SDVOSB firms under VAAR 852.219–73 and confirm personnel and financial resources. Marketing materials and generic capability statements will not be reviewed.
