About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is procuring a software upgrade for the Censis Technologies Censitrac OR Scheduler system across 11 locations within Veterans Integrated Services Network (VISN) 10, covering medical facilities in Indiana, Ohio, and Michigan. This sole-source procurement seeks implementation services for integrating the existing Operating Room scheduler software with Oracle Health (Cerner) as part of the VA's transition to the Federal Electronic Healthcare Record system. The acquisition is being conducted under FAR 13.106(b)(1) as a firm fixed-price purchase order specifically with Censis Technologies due to their proprietary ownership of the software and intellectual property rights. The justification emphasizes that only Censis can provide the required compatibility and interoperability with the existing VA infrastructure, ensuring continued operational availability for medical instrument tracking and sterilization verification. Responses to this notice of intent are due by August 8, 2025, at 3:00 PM Eastern Time, though this is not a competitive solicitation and the government retains discretion over whether to conduct competitive procurement.
This procurement does not utilize any set-aside designations and specifically targets Censis Technologies, located in Franklin, Tennessee, as the sole source contractor due to their proprietary software ownership. While specific award values are not disclosed in the synopsis, the procurement falls under NAICS code 513210 with a size standard of $47 million, and the government's market research indicates that alternative solutions would cost approximately $2 million and require 18 months for implementation. The contract will cover 11 implementation locations across VISN 10 medical centers, with each location requiring one Censis OR Scheduler Implementation (Part # IMTORS1). Performance will occur at VA medical facilities throughout Indiana, Ohio, and Michigan, with the contract including a 12-month base period implementation timeline. The procurement includes comprehensive requirements for training, data validation, remote support, and compliance with VA information security and accessibility standards.

The purpose of this synopsis is to announce a Firm Fixed Price Sole Source Purchase Order with Censis Technologies, located at 4031 Aspen Grove Drive, Suite 350 Franklin, Tennessee 37064 for the purpose of a software upgrade of its brand name Censis Technologies Censitrac OR Scheduler for 11 locations. Due to the proprietary nature of the software code in the existing VAMC, only Censis Technologies will meet VA's requirements due to compatibility and interoperability with the proprietary software. No other source is available for Censis technical support.
The NAICS code for this acquisition is 513210, with a size standard of $47m. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
