About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting a Request for Information (RFI) regarding commercial-off-the-shelf (COTS) solutions to manage appeals and related requests, with responses due May 29, 2026. This is a market research effort only; no funds have been authorized, and respondents will not receive payment for participation or RFI responses. The agency will hold virtual demonstrations and collect written responses to understand current marketplace capabilities supporting a procurement requirement anticipated for FY27.

The anticipated NAICS code is 541512 (Custom Computer Programming Services) with a $34 million size standard. No set-asides apply. The RFI follows a two-step process: Part 1 requires interested vendors to submit demonstration requests by May 29, 2026 at 1:00 PM Eastern Time, accompanied by no more than a five-page product sheet aligning their solution to stated requirements and describing business support models. Virtual demonstrations will be scheduled for the week of June 8, 2026 via Microsoft Teams, limited to five personnel per offeror and one hour in duration. Part 2 involves written vendor responses to follow-up questions.

The appeals modernization initiative consolidates or replaces multiple legacy and modern systems, including a 40-year-old PowerBuilder platform and a Ruby on Rails case management application. The integrated system must support approximately 1,300 attorneys, 200 judges, 300 support staff, and 10,000 non-Board VA users, with access for 20,000 Veteran representatives, while managing over 475,000 active and dispatched appeals. Required capabilities include appeal intake and work queue management, document review and annotation, hearing scheduling, decision drafting integrated with Microsoft Word, workflow management, quality review, and AI-enabled automation and insights.
