About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is conducting a Request for Information (RFI) to gather market research and determine acquisition strategy for managed services supporting the VetPro Application Support system. The VetPro system is a critical credentialing software used by Veterans Health Administration facilities to credential over 250,000 healthcare providers across the VA network. The services being procured include maintaining and enhancing the VetPro system, migrating it from the National Institute of Health environment to a secure VA cloud environment, providing comprehensive help desk support, and modernizing the application architecture. Vendors must demonstrate experience with VetPro or similar systems, possess CMMI DEV Level 3 certification, maintain cloud partnerships with Microsoft and Amazon, and have expertise in Agile/SAFe methodologies and 508 compliance. The government plans to solicit the final requirement under an existing contract vehicle such as the GSA IT Multiple Award Schedule Category 54151S, with responses to the RFI originally due February 26, 2025, though there have been multiple modifications to the timeline.
This opportunity is designated as a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) that are verified in the SBA VetCert database, falling under NAICS code 541512 with a size standard of $34 million. The contract structure will include a 12-month base period with four 12-month option periods and one 30-day optional transition period, providing potential for up to five years of services. Key performance requirements include Tier 1-3 service desk support operating from 7:00 AM to 6:00 PM EST, and contractors must ensure that no more than 50% of government payments go to non-SDVOSB subcontractors in compliance with VAAR 852.219-73 limitations. The final solicitation (36C10B25Q0178) was initially anticipated for release at the end of July or early August 2025, though recent modifications indicate the solicitation has been cancelled. No incumbent contractor is specifically identified in the documentation, and while no specific contract value is mentioned, the scope of supporting over 250,000 healthcare providers suggests a substantial financial commitment from the VA.
