7. Does the initial PWS adequately cover the technical requirements for the software development and production operations support services to be carried out as part of this effort?

Commented [BJ1]: Can we add something on Level of Effort?

This question asks if we addressed the technical requirements, but what is often missing is describing the LOE. Did we adequately address how much of this thing they have to do. Also, we should ask them about transition. Did we address transition adequately?

In other words, if we are buying a roof on our house at home, can the bidders understand the technical requirements (type of shingles, etc.), how much work, and finally, what is the expectation on day 1.
