About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking vendor demonstrations for a modern Community Care Referral, Authorization, Utilization Management and Care Coordination System to replace the current CCRA system expiring in August 2027. This Request for Information (RFI) is part of a two-phase market research process designed to gather industry insights on next-generation solutions that align with Community Care Next Generation (CCN NG) processes. Vendors must submit live demonstrations of fully deployable systems by January 26, 2026, at 12:00 PM Eastern Time showcasing capabilities across seven key focus areas: referral and authorization management, utilization management, care coordination, clinical review integration, interoperability, medical documentation, and reporting and analytics with member referral tracking. The evaluation will emphasize the vendor's ability to support modern technologies including artificial intelligence and automation, ensure compatibility with commercial off-the-shelf (COTS) solutions, meet VA technical standards for security and interoperability using HL7 and FHIR protocols, and enhance the overall Veteran experience through seamless care transitions between direct and community care settings. Key objectives include achieving zero-trust security architecture, Federal Identity Credential and Access Management (FICAM) compliance, and support for up to 7,500 concurrent users processing over 8.5 million annual care referrals.
This procurement carries no set-aside designations and involves replacing the incumbent HealthShare Referral Manager (HSRM) system. The Performance Work Statement specifies a base performance period of 12 months from award with four potential 12-month option periods, extending the contract up to 62 months total. While specific budget information is not disclosed in the RFI stage, the scope indicates a large-scale enterprise solution requiring hosting in AWS FedRAMP High Government Cloud with middleware integration at VA Regional Data Centers. The VA's emphasis on leveraging advanced analytics, clinical decision support, and role-based access control reflects the complexity and mission-critical nature of this system, which must maintain seamless interoperability with VA's complex ecosystem of electronic health record systems while supporting VA-specific processes including Standard Episodes of Care (SEOC) and Request for Services (RFS) workflows. Interested vendors should review the draft Performance Work Statement, rubric criteria for referral management, and detailed RFI cover documentation to understand the comprehensive technical and business capability requirements.
