About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is conducting a Request for Information regarding Inventory Management Modernization with a response deadline of July 29, 2026 at 3:00 PM Eastern Time, with no set-aside indicated. The VA has not yet finalized its acquisition strategy and will post periodic updates approximately every 30 days.

The anticipated contract vehicle is a single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract expected in Fiscal Year 2027, structured with a 10-year ordering period (5-year base plus 5-year option). Task orders may be issued on a Firm Fixed Price, Time and Material, or Labor-Hour basis, with award fees permitted when based on non-cost factors.

The scope encompasses an end-to-end cloud-ready enterprise platform modernizing legacy inventory management systems (IFCAP and GIP) across all three VA lines of business: Veterans Health Administration, Veterans Benefits Administration, and National Cemetery Administration. The solution must serve over 1,300 VA facilities supporting approximately 7.5 million Veterans and integrate purchasing, receiving, inventory management, and financial processes across medical and surgical supplies, pharmaceuticals, prosthetics, benefits supplies, and burial supplies.

Critical requirements include FedRAMP authorization for SaaS solutions, SAFe and Agile compliance, VA Critical Security Controls implementation, PIV-card authentication, Section 508 accessibility, 99.95% system availability, AI/LLM governance per OMB M-26-04, integration with iFAMS, FMS, VistA, CPRS, and VA EHR systems, and support for barcode/RFID scanning with offline operational capability. The VA acknowledges that a system of systems approach utilizing multiple vendors and teaming is acceptable. Respondents must submit a capability statement limited to 15 pages addressing 18 detailed technical questions, a Rough Order of Magnitude cost estimate, and a separate business process flow diagram. Responses should be submitted to Jason King (jason.king6@va.gov) and Michelle Prinston (michelle.prinston@va.gov). The RFI is for planning purposes only; no payment will be provided for response costs.
