About this file
This is a Request for Information (RFI) from the Department of Veterans Affairs regarding Inventory Management Modernization (RFI Number 36C10B26Q0380). VA is seeking industry feedback on a draft Performance Work Statement for a cloud-based supply chain enterprise inventory management system to support procurement and receiving services. The anticipated contract vehicle is either a single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contract expected in Fiscal Year 2027. VA acknowledges that the supply chain is antiquated and complex, and a system of systems approach utilizing multiple vendors and teaming is acceptable. The solution must integrate with existing VA systems including iFAMS, FMS, VA electronic health record systems, VistA, and CPRS, and support inventory management across multiple VA organizations: Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemeteries Administration (NCA), VA Central Office (VACO), and Office of Information and Technology (OIT). The system must manage prosthetics, pharmacy and bio-response supplies, information technology assets, general supplies, and burial and benefit supplies.
Respondents must submit a capability statement limited to 15 pages addressing company identification information, expertise in nationwide supply chain modernization, and responses to 18 detailed technical questions (items a through r) covering topics including single versus multiple award IDIQ preferences, EIA-748 compliance, FedRAMP authorization status, system scalability supporting 99.99% availability, data governance capabilities, organizational change management approach, support for barcode/RFID scanning and serial/lot tracking, cybersecurity and identity management, offline operation capabilities, and business process flows using VA's VALIP middleware. Respondents must also provide a Rough Order of Magnitude (ROM) cost estimate and feedback on the draft PWS. Responses must be submitted electronically to Jason King (jason.king6@va.gov) and Michelle Prinston (michelle.prinston@va.gov) no later than 12:00 PM Eastern Time on May 11, 2026. This RFI is for planning purposes only; no payment will be provided for response costs, and submission does not obligate VA to award a contract.

Introduction:
The Department of Veterans Affairs anticipates either a single or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) for a supply chain enterprise inventory management system to include procurement and receiving services contract in Fiscal Year 2027. As such, VA is seeking industry feedback on the draft Performance Work Statement (PWS) to provide a modernized Inventory Management and ordering solution. It is acknowledged that the VA Supply Chain is antiquated and complex. As such, there may not be one single technology solution from a single vendor, and some desired objectives may not be readily achievable.
Utilizing a system of systems approach is acceptable and teaming is encouraged. Additionally, it is acknowledged that there are several existing technology solutions already in operation throughout VA which could be included in potential solutions.
VA is a large and complex civilian Agency within the Federal Government providing care to Veterans and their dependents. VA spends billions of dollars on goods and services across several organizations including the Veterans Health Administration (VHA), Veterans Benefits Administration (VBA), National Cemeteries Administration (NCA), VA Central Office (VACO), and the Office of Information and Technology (OIT), each responsible for logistics and asset management activities and functions specific to its mission. In support of these activities, and surge capabilities in response to the 4th Mission, VA requires an integrated and comprehensive supply chain capability that can sustain operations under all conditions, rapidly scale to meet emergent needs, and maintain uninterrupted delivery of critical goods and services.
VHA, VBA, NCA, VACO, and OIT are each responsible for logistics and asset management activities and functions specific to their mission. VA requires an easy to use, integrated, intelligent supply chain modernization and management solution that is cloud based. The VA Supply Chain manages the flow of goods, services, and information between all stakeholders, RFI - Inventory Management Modernization including within VA, external suppliers and service providers, and the ultimate customer – the Veteran. This includes, but is not limited to, Prosthetics; Pharmacy and Pharmacy Bio‑response;
Information Technology; Supplies; and Burial and Benefit supplies, as well as the administration of these functions. The objective of this effort is to align VA’s supply chain to enhance mission efficiency by reducing process and system complexity, standardizing data and business practices, and improving integration with other VA enterprise systems.
Capability Statement Submit a capability statement and proposed business process flows describing your company’s ability to meet the objectives in the attached draft PWS. The capability statement shall be limited to 15 pages.
