About this opportunity
The Department of Veterans Affairs Technology Acquisition Center is seeking an integrated Information Technology Service Management Platform (ITSMP) to support enterprise operations across the VA. This Request for Information represents a pre-solicitation market research phase with no obligation for the government to procure services and no compensation provided to respondents. The platform must provide unified IT Service Management, IT Operations Management, Human Resources Service Delivery, Customer Service Management, Security Operations, and Governance, Risk & Compliance capabilities within a single solution. Key requirements include native AI and workflow automation capabilities, low-code/no-code development tools, robust ITSM functionality aligned with ITIL frameworks, strong integration options, FedRAMP High security authorization, and a clear migration strategy. Vendor responses were limited to 20 pages and had to address specific questions regarding platform capabilities, AI features, integration options, security certifications, and enterprise adoption strategies. The original RFI submission deadline was October 14, 2025, and a modification notice issued on April 30, 2026, indicates the VA is conducting ongoing market research under a new RFI (36C10B26Q0133) as a continuation of this effort.
This opportunity was set aside exclusively for Verified Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring vendors to provide VetCert verification as part of their submission. The RFI classified under NAICS code 541519 (Other Professional, Scientific, and Technical Services) seeks to support a massive enterprise environment of 600,000+ users, with the assessment spreadsheet indicating comprehensive requirements for platform scalability, mobile functionality, enterprise support, training programs, and accessibility compliance. No specific award value or budget range was disclosed in the pre-solicitation materials, as this represents the market research phase preceding formal competitive procurement. The government did not identify any potential incumbents or current contractors in the RFI documentation. The modification notice dated April 30, 2026, indicates the procurement strategy has evolved, with the VA continuing its market research efforts through the issuance of a replacement or successor RFI to refine requirements and understand available solutions in the marketplace.
