About this opportunity
The Department of Veterans Affairs is procuring financial management interface development and data conversion services under a revised solicitation strategy, with the modified acquisition expected to post the week of July 8, 2026. The VA initially issued an RFI (36C10B26Q0375) with responses due July 8, 2026, but has superseded that approach with a new solicitation (36C10B26Q0517) to be issued through the GSA Multiple Award Schedule Financial Management Marketplace under Category 518210FM, open to all GSA MAS FM QSMO contract holders.
The work supports the Financial Management Business Transformation program, migrating legacy VA financial systems to the Momentum platform. Performance occurs at contractor facilities in the DC metropolitan area and Austin, Texas, with primary governance coordination in Washington DC and Austin. The base period is 12 months with two optional 12-month extensions.
Core requirements include Momentum interface development and data conversion expertise, Agile methodology, integration within enterprise cloud environments, and legacy system data cleansing. Key personnel must hold 10+ years financial management systems experience and 5+ years Momentum-specific expertise in program management, interface development, technical architecture, and conversion leadership roles. Personnel require background investigations per VA Directive 0710 (Tier 2/Moderate Risk for development roles, Tier 1/Low Risk for project management), FISMA and HIPAA compliance, PIV/HSPD-12 multifactor authentication, and Section 508 accessibility adherence.
The acquisition is open to small businesses, SDVOSBs, VOSBs, women-owned small businesses, HUBZone concerns, and large businesses, designed to foster competition and achieve best value consistent with Executive Order 14249. PSC DA01; NAICS 541519. Contracting office: Eatontown, New Jersey (07724).
