About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin is seeking maintenance and support services for the Consolidated Mail Outpatient Pharmacy (CMOP) system through a consolidated procurement effort titled "CMOP Systems Enhancement, Maintenance, and Integration Support." The services encompass comprehensive maintenance and support for automated equipment, software systems, production system software, databases, administrative applications, data interfaces, programmable logic controllers, and production data archive systems across seven highly-automated pharmaceutical-dispensing facilities. The contractor will be required to provide 24/7 support with rapid response times of 10 minutes for remote assistance and 45 minutes for on-site support, while managing software for diverse automation equipment including tablet dispensers, conveyor systems, labeling machines, and robotic devices. Interested vendors must demonstrate technical capabilities, experience with similar projects, emergency support strategies, staffing flexibility, and on-site support capabilities in their responses. The original Request for Information response deadline was July 24, 2025, at 10:00 AM EST, but the procurement has been consolidated and the solicitation is now anticipated for release through ATOMS on September 12, 2025.

This procurement is designated as a Service-Disabled Veteran-Owned Small Business set-aside under NAICS code 541512 with a size standard of $34.0 million and will be competed under the Transformation Twenty-One Total Technology Next Generation (T4NG) Indefinite Delivery Indefinite Quantity contract. The CMOP network processes approximately 135 million prescriptions annually, with 80% of all VA outpatient prescriptions fulfilled through these systems across locations in Charleston, Chelmsford, Hines, Dallas, Leavenworth, Murfreesboro, and Tucson. The contract structure includes a base 8-month period followed by two 12-month option periods, with contractors required to develop approximately 450 bug fixes annually for 300 custom applications. A critical requirement stipulates that contractors cannot pay more than 50% of the contract amount to non-certified SDVOSB/VOSB firms in accordance with VA regulations. The procurement is planned as a Fiscal Year 2026 action, indicating contract performance would commence in the next fiscal year.
