This pre-solicitation notice/synopsis is being issued to fulfil the requirements of FAR 6.302-1(d)(2) and FAR 5.201. The proposed procurement is a sole source action for iterations of software development and support access to VA health benefits and care, including, but not limited to, technical work on the VA.gov forms VA 21-534EZ, VA 21-8416, and the build of a Common Attachment Validator Component. The proposed contractor is Huntridge Labs, LLC. The statutory authority permitting other than full and open competition for this acquisition is 41 U.S.C. 3304(a)(5), Authorized or Required by Statute, as implemented by FAR 6.302-5. For this action, 38 U.S.C. 8127(c), known as the Veterans First Contracting Program provides the authority to directly contract with a Service-Disabled Veteran-Owned Small Business (SDVOSB) or a Veteran-Owned Small Business (VOSB).
