About this opportunity

The Department of Veterans Affairs Technology Acquisition Center is seeking Application Packaging services for Windows Client Operating System through a Request for Information (RFI) targeting Transformation Twenty-One Total Technology Next Generation (T4NG) prime contractors. The RFI aims to gather information about contractors' capabilities to develop, package, test, and deploy software applications for VA's Windows-based systems, with an anticipated requirement of approximately 520 software packages per year. Interested contractors must submit a 10-page response via ATOMS by May 14, 2025, at 5 PM EST, providing detailed company information including business size, NAICS codes, and socioeconomic data. The evaluation will focus on contractors' ability to meet the draft Performance Work Statement requirements, technical capabilities, and compliance with set-aside regulations. Contractors are expected to demonstrate their capacity to perform software development and production operations support services, with the opportunity to provide technical comments or recommendations on the draft Performance Work Statement.

The procurement is specifically set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), with strict requirements that contractors cannot subcontract more than 50% of the contract value to non-certified SDVOSBs. The performance period is expected to be up to 60 months, consisting of a 4-month base period and multiple option periods, to be awarded on a Firm Fixed Price basis. While no specific award value is mentioned, the contract will involve creating an average of 10 software packages per week, with provisions for 48 emergency packages annually. The work will primarily be performed at the VA's Windows Laboratory in Albany, New York, with potential for additional package testing and transition support. Contractors must provide full names of proposed team members, detail their personnel and financial resources, and demonstrate their ability to meet the technical requirements for software packaging and deployment services.
