About this opportunity
The Department of the Air Force Global Strike Command, specifically the 7th Contracting Squadron at Dyess AFB, is seeking to procure a specialized CX300 Communications Service Monitor test set kit for radio communications testing. The procurement involves five specific line items, including a Viavi CX300 Communications Service Monitor, a Cable and Antenna Analysis kit, calibration kits, a hard carrying case, and a Testforce CM300/350 Kit with approved procedures and technical data. This is a single-source procurement due to the unique firmware and software adaptations developed jointly by Headquarters Air Force Flight Standards Agency (AFFSA) and Testforce USA, which are proprietary and not available from other vendors. The evaluation will be based on best value, considering technical capabilities and pricing, with offerors required to submit detailed quotes demonstrating technical compliance. The solicitation is due by May 5, 2025, at 0800 CST, with a desired delivery timeline of 30 days (maximum 90 days).
The contract is set aside for small businesses and will be awarded as a firm-fixed-price purchase order. The procurement is specifically for one unit of each specified item, tailored for 1C8X3 Radar, Airfield, and Weather System (RAWS) equipment. The communications monitor supports comprehensive radio testing capabilities, including AM/FM/PM/SSB standards, and can test Ground to Air radios by measuring RF power, frequency error, and receiver sensitivity. Payment terms are NET 30 with FOB Destination, and the contract will be executed under the Department of the Air Force Global Strike Command. The place of performance is Dyess AFB, with the government reserving the right to cancel the solicitation at any time without reimbursing offeror costs. The procurement falls under NAICS Category 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC Category 6625 (Electrical And Electronic Properties Measuring And Testing Instruments).
