About this opportunity
NASA's Shared Services Center seeks rebuilds of three CVI CBST 6.0 water-cooled helium compressors and one CVI LS2 Drivehead, with proposals due June 30, 2026. This is a sole source procurement with no competitive set-aside.
Place of performance is Cleveland, Ohio 44135, with work performed by PHPK qualified technicians at the PHPK factory. The sole source justification rests on PHPK's status as the original manufacturer and exclusive service provider; alternative vendors lack the necessary parts and expertise, repairs from other manufacturers void factory warranties and degrade compressor performance, and component incompatibility makes switching vendors impractical and cost-prohibitive.
The compressor rebuild scope includes replacement of all major components—new compressor unit, front control panel (required for the two 1995-vintage units), pressure gauges, check valve, indicator lights, filters and strainers, electrical panel cooling fan, mechanical and control upgrades, adsorber, buffer tank bypass valve, tubing and fittings, connector o-ring seals, decontamination, and leak testing. The drivehead rebuild includes replacement of bearings and bearing sleeves, shuttle valve set, yoke shaft, cam assembly, motor, and all seals. Both deliverables include performance and functional testing and a 12-month warranty. Estimated period of performance is 6 to 8 weeks after contract award.
The procurement uses NAICS 334516, Analytical Laboratory Instrument Manufacturing, and PSC 6695, Combination and Miscellaneous Instruments. Work is acquired as commercial items or services under FAR Part 12. NASA FAR Supplement Clause 1852.215-84 regarding the Ombudsman applies. Interested organizations may submit written capability statements to Procurement Specialist Shanna L. Patterson (Shanna.L.Patterson@nasa.gov) by June 30, 2026 at 7:00 a.m. Central time; the Government reserves the right to proceed as sole source or open competition.
