Summary of NASA Sole Source Justification Document

This is a NASA Shared Services Center Recommendation and Determination to Solicit from One Source form dated June 9, 2026. NASA is recommending sole source negotiation with PHPK Technologies for the rebuilding of three (3) CVI CBST 6.0 water-cooled helium compressors and one (1) CVI LS2 Drivehead. The estimated period of performance or lead-time for delivery is 6 to 8 weeks after contract award. Specific cost amounts and freight charges are redacted in the document.

The justification for sole sourcing is based on the equipment's original manufacturer and exclusive service provider status. PHPK Technologies neither operates a distributor network nor maintains authorized repair facilities, requiring all work to be performed directly by PHPK to ensure correct parts, proper performance, and warranty coverage. The document notes that repairs or parts from other manufacturers would void factory warranties and degrade compressor performance. Any alternative vendor would lack the necessary parts and expertise to rebuild PHPK equipment, and components from competing vendors are incompatible with NASA's existing PHPK equipment. Switching to alternative vendors would not be practical and would be cost-prohibitive.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with PHPK Technologies only for rebuilding (3) CVI CBST 6.0 water cooled helium compressors and (1) CVI LS2 Drivehead. The total estimated cost of this effort is which includes estimated freight charges of . The estimated period of performance or lead-time for delivery is 6 to 8 weeks after contract award.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

This PR is for rebuilding (3) CVI helium compressors and (1) CVI LS2 Drivehead that were originally manufactured by PHPK Technologies. PHPK neither uses a distributor network nor do they have any authorized repair facilities. All work must be done by PHPK Technologies to ensure correct parts, performance and warranty coverage. Any repairs or parts used by other manufacturers would void all factory warranties and degrade compressor performance. To ensure proper repairs, PHPK must perform the work.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

Another vendor would not rebuild PHPK equipment as they do not have the parts or expertise to do so.

Components from another vendor are not compatible with our existing PHPK equipment. To switch to another vendor to provide their equipment would not be practical and would be cost prohibitive.
