About this opportunity

The National Institute of Standards and Technology issued a Notice of Intent on June 10, 2026, to negotiate sole source with DataWorks Development, Inc. for renewal of the annual Customer Care Program supporting Freezerworks 2026 Summit Edition sample management software at the NIST Charleston Biorepository; the response deadline is June 23, 2026, at 4:00 PM EST.

NIST justifies sole source under FAR 12.102(a) because DataWorks Development, Inc. is the exclusive author, owner, and sole provider of all Freezerworks laboratory database products and maintains all intellectual property rights through copyright and trademark. The Customer Care Program covers maintenance releases, software upgrades, and unlimited technical support. NIST's Charleston Biorepository operates a perpetual license of Freezerworks with metadata and sample location information for more than 100,000 biological and environmental samples manually entered over many years; the NIST Charleston Biorepository requires direct OEM maintenance services.

A firm fixed-price purchase order will be issued on or about June 30, 2026, for an initial 12-month period with four 12-month option periods. Interested parties may demonstrate capability by submitting inquiries via email to Harry.Brubaker@nist.gov. No formal solicitation package will be issued. Contract Specialist Harry Brubaker (301-975-8330) and Contracting Officer Andrea Parekh (301-975-6984) are the primary contacts.
