About this file

This is a Notice of Intent for a sole source procurement. The National Institute of Standards and Technology (NIST) intends to negotiate directly with DataWorks Development, Inc. (Unique Entity ID: YUN1SKWC4WG1), located in Mountlake Terrace, Washington, for renewal of the annual Customer Care Program supporting the Freezerworks 2026 Summit Edition sample management software perpetual license used by the NIST Charleston Biorepository in Charleston, South Carolina. The Customer Care Program includes maintenance releases, software upgrades, and unlimited technical support. The procurement is classified under Information Technology and Telecommunications (PSC DA10) with NAICS code 513210 and a size standard of $47.0 million.

NIST justifies the sole source award under FAR 12.102(a) because DataWorks Development, Inc. is the exclusive author, owner, and sole provider of all Freezerworks laboratory database products and maintains all intellectual property rights through copyright and trademark. A firm fixed-price purchase order is planned for issuance on or about June 30, 2026, covering a 12-month initial period with four 12-month option periods. The response deadline for interested parties to demonstrate capability is 4:00 PM EST on June 23, 2026, with inquiries submitted via email to Harry.Brubaker@nist.gov. No formal solicitation package will be issued, and this notice is not a request for competitive quotations or an RFQ. Contract Specialist Harry Brubaker (301-975-8330) and Contracting Officer Andrea Parekh (301-975-6984) serve as primary contacts.
