The Department of the Interior US Geological Survey Office of Acquisitions and Grants seeks quotations for a custom marine trailer to transport the R/V Parke Snavely research vessel, with quotes due August 13, 2026 at 8:00 AM Pacific time. This is a total small business set-aside.
Place of performance and delivery is the USGS PCMSC Marine Facility in Santa Cruz, California, with delivery required by November 8, 2026. The trailer must be a triple-axle gooseneck configuration with a 5th-wheel kingpin rated for minimum 30,000-pound GVWR, three torsion or spring axles at 10,000 pounds each, disc brakes with stainless hardware, electric/hydraulic brake actuator, LT235/75R17.5 commercial tires, pressurized hub systems, and a precision-matched bunk system based on a Government-provided 3D hull model. The frame must be welded aluminum with galvanized gooseneck components or fully galvanized construction, corrosion-resistant hardware, sealed wiring harness, and adjustable gooseneck height. The trailer will transport a 2007 Armstrong catamaran approximately 34 feet LOA, 10.5-foot beam, 26,000 pounds operational weight.
Offerors must submit firm-fixed pricing for the trailer (Line Item 00010), freight delivery to California (Line Item 00020), and optionally pickup preparation (Line Item 00030). The Government is federally tax-exempt; Federal Excise Tax and state/local sales taxes must not be included. Evaluation criteria weight combined technical factors (technical capability and acceptability, technical approach and quality assurance, and past performance with similar marine/industrial trailers) more heavily than price reasonableness. Foreign offers receive Buy American evaluation adjustments when the domestic offer is not the lowest-priced acceptable option. Offerors must complete and return the revised Buy American Certificate (FAR 52.225-2) with quotations. Amendment 0002 extended the deadline from August 6 to August 13; Amendment 0001 clarified this is not a recompete and no preferred manufacturer exists; Amendment 0003 corrected the Buy American Certificate language.
