About this opportunity
The Department of Energy Office of Science at Argonne National Laboratory seeks a custom-engineered in-situ sample-environment system for liquid/electrochemistry and heating/biasing/gas applications supporting the APS 26-ID X-Ray Nanoprobe, with proposals due August 18, 2026 at 12:00 PM CDT. Award will be based on lowest price, technically acceptable criteria. An addendum issued August 13 extended the deadline from August 14.
No set-aside applies. Place of performance is Lemont, Illinois 60439. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies.
The procurement requires delivery of three integrated systems as a single contract—partial bids are not accepted. Project A comprises a liquid/electrochemistry holder with pneumatic pumping, potentiostat, MEMS chips, replaceable cartridge, test vacuum station, and Python API/EPICS integration. Project B1 requires a heating/biasing plus gas holder with controller (minimum 40V DC output, 0-10 mA current range, 1 nanoampere resolution), gas handling, MEMS chips, ambient testing station, and software integration. Project B2 requires a removable-tip TEM/nanoprobe-compatible heating or biasing holder compatible with a JEOL 2100F transmission electron microscope. All three systems must meet strict mechanical envelopes (14 mm diameter, 75 mm height, 100 g mass), provide 3 mm sample-to-optic clearance, achieve vacuum compatibility to 10⁻⁶ Torr, and support specific angular access. Total period of performance is six to seven months post-order across design/fit verification (2–4 weeks), fabrication/assembly/factory acceptance (12–18 weeks), and delivery/installation/site acceptance/training. Offerors must submit completed ANL-70 Request for Quotation with firm pricing, ANL-70B Reps and Certs, capabilities list aligned with technical requirements, country of origin documentation (60 percent domestic content minimum, 65 percent for 2024–2028 deliveries, 75 percent for 2029 onward consistent with FAR 52.225-1), and lead time estimates. On-site work at a moderate-risk facility requires compliance with ANL-366M supplemental conditions, including insurance ($2,000,000 general liability, $1,000,000 automobile liability, $2,000,000 professional liability where applicable), ES&H compliance, Job Safety Analysis submission, contractor Foreperson presence, and safety orientation. Payment terms are Net 30 days, F.O.B. Destination. One signed copy of the addendum is required with all offers.

PLEASE NOTE: AN ADDENDUM HAS BEEN ADDED TO EXTEND THE OFFER DEADLINE. ONE SIGNED COPY OF THIS ADDENDUM IS REQUIRED WITH ALL OFFERS.
*EVALUATION IS BASED ON LOWEST PRICE, TECHNICALLY ACCEPTABLE CRITERIA*
Argonne National Laboratory is seeking a custom-engineered in-situ sample-environment system to support liquid/electrochemistry and heating, biasing, and gas applications, as described in the Statement of Work, “Custom-Engineered In-Situ Liquid/Electrochemistry and Heating/Biasing/Gas Sample-Environment Systems for the APS 26-ID X-Ray Nanoprobe,” dated July 30, 2026.
Please review the Statement of Work for all required technical capabilities, and provide our documentation and evidence to support the offer's adherence to the requirements no later than 12pm CDT on August 18, 2026.
We will need a response to the following documentation and considerations:
1. Completed and signed ANL-70 Request for Quotation
2.List of capabilities aligned with the Technical Requirements within the Statement of Work
3. Country of Origin*
4. Lead time from PO to final delivery to Argonne, Lemont IL, 60439
5. Completed and signed ANL-70B Reps and Certs
Please send any questions to the Contracting Officer. We are looking forward to reviewing your offer.
*Country of Origin should be consistent with the definition stated in FAR 52.225-I for Buy American-Supplies, in which "the cost of its components mined, produced, or manufactured in the United States exceeds 60 percent of the cost of all its components, except that the percentage will be 65 percent for items delivered in calendar years 2024 through 2028 and 75 percent for items delivered starting in calendar year 2029. Components of foreign origin of the same class or kind as those that the agency determines are not mined, produced, or manufactured in sufficient and reasonably available commercial quantities of a satisfactory quality are treated as domestic. Components of unknown origin are treated as foreign."
