About this opportunity

The Department of Agriculture's Natural Resources Conservation Service (NRCS) is seeking a Cultural Resource Management firm to conduct an intensive pedestrian cultural resources inventory of approximately 165 acres in Murray County, Oklahoma, encompassing two floodwater control dam sites (Rock Creek Sites #10 and #12). The contractor must complete literature and historical research reviews, perform pedestrian surveys with shovel-testing to identify historic properties, and conduct architectural surveys of two historic earthen dams built in 1961 that are over 50 years old. Key requirements include documenting and evaluating cultural resources for potential National Register of Historic Places inclusion, with the Principal Investigator requiring a graduate degree in archaeology or related field plus at least one year of professional experience. The contract will be awarded using the Lowest Price Technically Acceptable (LPTA) evaluation method, with vendors required to demonstrate completion of two cultural resource inventory projects within the last five years, preferably in the southern Plains region. The solicitation was posted on August 25, 2025, with quotes due by September 2, 2025, at 1:00 PM PT, and all submissions must be made via email to Contract Specialist Greg Florey.

This opportunity is designated as a total small business set-aside under NAICS code 541620 with a size standard of $19.0 million, though large businesses are encouraged to submit proposals if there is insufficient small business competition or if pricing is not fair and reasonable. No current incumbents or contractors are identified in the solicitation documents, and no specific award values or budget ranges are disclosed in the available materials. The performance period runs from August 25, 2025, through October 17, 2025, with a structured timeline requiring fieldwork completion within 40 days, draft reports within 30 days of fieldwork completion, and final reports within 15 days of receiving NRCS comments. Payment will be made in three installments: 40% upon fieldwork completion, 30% upon draft report submission, and 30% upon final report acceptance. The work will be performed in Sulphur, Oklahoma, on private lands across two discontinuous parcels in sections of Township 1 and 2 North, Range 3 East, with the contractor required to prepare four separate reports covering archaeological and architectural surveys for each dam site.
