(vii) FAR provision 52.212-2, Evaluation-Commercial Products and Commercial Services (Nov 2021) applies to this solicitation.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical Factor 1 - Qualifications: To be considered technically acceptable, quoter shall provide license, degree certification, and resume for Principal Investigator(s) who will be performing work. Qualifications for the contract would be meeting the Secretary of Interior’s Professional Qualification Standards for historic preservation professionals (e.g.
archaeologists and architectural historians). Qualification Standards are outlined in the National Historic Preservation Act (Section 112). Basically, a graduate degree, Master of Arts/Master of Science, in archaeology, anthropology or closely related field, plus one year of full-time professional experience, supervised field work, and demonstrated ability to carry research to completion is required—at a minimum.
2. Technical Factor 2 - Experience: To be considered technically acceptable, quoter shall submit two (2) cultural resource inventory projects they’ve completed within the last five (5) years. Evidence includes names of entities, locations of work, reference email and phone number, and period of performance of work. Proficiency in the southern Plains, Oklahoma/Texas, and adjacent regions with experience in both prehistoric and historic cultures.
3. Price: Offeror’s quote shall be submitted on attached Price Schedule (attach 3) and should contain best price terms. The Government intends to evaluate quotes and award a contract with or without discussions with quoters.
(b) Award will be made to the Lowest Price Technically Acceptable (LPTA) quote. The lowest priced, responsible quote that is rated as technically acceptable will be selected for award. Lowest priced quote will be determined by summing the value of all quoted line items on the provided price schedule (attach 3). Pricing that is unrealistically low may be considered an indication that the offeror does not possess adequate understanding of the requirement or the requisite technical capability to successfully perform the work.
(c) Once the Lowest Price Technically Acceptable quote is determined, the evaluation will end and no other quotes shall be evaluated.
(d) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept a quote (or part of a quote), unless a written notice of withdrawal is received before award.
(End of Provision)
