About this file
This document is a Vendor Questions and Responses file for a Request for Quote (RFQ) related to the Rock Creek project (Solicitation Number 12FPC125Q0040) involving archaeological and architectural surveys for two dams (Rock Creek #10 and Rock Creek #12). The Natural Resources Conservation Service (NRCS) is seeking vendor services to conduct historical surveys, with both dams built in 1961. Key details include: vendors must prepare four separate reports (two per dam for archaeology and architectural history), conduct a 0.25-mile buffer survey around the Area of Potential Effects (APE), and use historical research from internet archives and local sources. The projects are currently planned to be awarded together, with fieldwork potentially conducted simultaneously, pending landowner permissions.
The RFQ requires vendors to submit a Price Schedule (Attachment 3), Vendor Info Sheet (Attachment 4), and additional documentation specified in Sections (vi)(b) and (vii), including technical scope, amendment acknowledgements, past performance information, and technical capability statements. Vendors must quote costs separately for Rock Creek #10 and Rock Creek #12, with Oklahoma state consultation partners (SHPO and OAS) requiring separate reports despite potential duplicative background and methodology sections. The local NRCS Field Office will coordinate access, and the agency can provide "as-built" plans and assistance in gathering historical context for the project.

Vendor Questions and Responses for Rock Creek RFQ (12FPC125Q0040)
1) For the architectural survey, should the 0.25-mi buffer be drawn surrounding the APE or just surrounding the dams?
A 0.25-mile buffer for the APE, not simply the dam.
2) When were the dams built? What information will the NCRS be able to provide (or provide access to) regarding the histories of these dams specifically and the Rock Creek project generally?
Rock Creek #10 was built in 1961 as was Rock Creek #12. NRCS can provide copies of the “as-built” plans. Local history can be gathered from copies of local newspapers archived via the Internet.
3) What other repositories might contain information regarding the dams and the Rock Creek project? Do you anticipate the need for travel for research beyond the immediate vicinity of the project area?
Repositories for SCS/NRCS history and the Watershed Program can be gathered from the Internet as can other related conservation history.
4) Are we required to evaluate the dams as potential contributing resources to a larger watershed? If so, are we expected to visit the other dams in the watershed in order to comment on the current condition and integrity of the collective?
The watershed is not an Historic District (regarding contributing resource) so a brief mention of the overall watershed should suffice. A list of construction dates for the other dams in the watershed can be provided.
5) Can we assume that work on both dams will be awarded together, or is there a chance that they will be awarded separately?
Projects are currently planned to be awarded together, but subject to change.
6) Assuming they are awarded together, will we be able to proceed with fieldwork at the same time on a single mobilization?
Field work on both can be done simultaneously or in-tandem depending on landowners’ permission. Access will be coordinated through the local NRCS Field Office. Ideally, there would be one mobilization.
7) The RFQ is asking for two costs, the cost for Rock Creek #10 and Rock Creek #12, to be quoted separately. It also indicates that two reports need to be prepared, one for archaeology and one for architectural history. Do we need to budget for four separate reports, two for each area?
If only two reports are required for the entire project, how would we break up the reporting costs by project area for the quote?
Two reports will be required for each dam. Obviously, the background and methodology sections of the reports will be duplicative, however Oklahoma state consultation partners (SHPO and OAS) require separate reports. Four total reports.
8) Both Attachment 3-Price Schedule and Attachment 4 - Vendor Info Sheet note that the solicitation number is 12FPC125Q0001, while all other mentions of the solicitation number indicate that it is 12FPC125Q0040. Would you please confirm which of these numbers is correct?
Oversight, please use 12FPC125Q0040.
9) Since this is a RFQ and not an RFP, and since a price schedule document was provided, we initially assumed that submissions would consist of the price schedule with the two costs included and the vendor info sheet. Upon further review of Section (vi)(b), it makes it sound like additional information may be required, including (3) technical scope, (6) acknowledgement of amendments (if applicable), (7) past performance info, and (8) technical capability (statement).
What documents will you actually require for this submission?
Required completion/submission shall consist of Price Schedule (Attachment 3), Vendor Info Sheet (Attachment 4), and requirements listed in Section (vi)(b) and (vii).
